Revised Action Plan of the EUSBSR 5a.Roles and responsibilities of the key actors Task force setting-up roles and responsibilities of the EUSBSR key actors and clarifying a concept of a flagship project of the EUSBSR was established in June 2011; Representatives from all key actors’ groups were participating in the task force work; The task force work has resulted in: set of the roles and responsibilities of the implementing stakeholders of the EUSBSR; definition of the EUSBSR flagship project; description of the labelling process of the EUSBSR flagship projects; The set of the roles and responsibilities should constitute the minimum activity undertaken by each key actor of the EUSBSR. Separate presentation on the roles and responsibilities of the key actors is prepared.

Revised Action Plan of the EUSBSR 6a.Funding in the next programming period The EU Common Strategic Framework (CSF) provides a set of diversified tools and significant funding capacities through both mainstream and joint cooperation activities. The European Structural & Investment Funds (ESIF): ERDF, ESF, CF, EMFF, EAFRD From partial alignment in to full embedding of EUSBSR in ESIF. Co-operation is the key in the process of linking the EUSBSR and future programming period. A thematic approach is the key element in alignment. Funding possibilities via other European Union Funds: Connecting Europe Facility, Horizon 2020, LIFE + programme, COSME, Erasmus for all, new environment action programme etc. Seed Money Facility Swedish Institute, IB.SH, CBSS, Nordic Council of Ministers. Non-EU Funds International Instruments: e.g. International Banks such as European Investment Bank, Nordic Investment Bank; national/regional & territorial instruments, other programmes and funding sources.

Managing Authorities Participating in and contributing to a continuous dialogue with the main implementing stakeholders of the EUSBSR in order to identify and work together in areas of mutual interest and objectives Facilitating the involvement of and cooperation with relevant stakeholders from the entire macro- region Maintaining a dialogue with bodies in charge of implementing programmes/financial instruments on alignment of funding for implementation of the PA/HA and flagship projects Conveying results and recommendations of the PA/HA to the policy level NCP(s) PAC(s) and HAL(s) & Steering Committees

6d.Opportunities for co-operation: ‘Think together, programme together’ Wide range of possibilities to support cooperation activities are offered within the draft Common Provision Regulation for all ESIF (Article 60 and Article 87(3)). The draft Common Provision Regulation provides a set of specific cooperation instruments that can be established: Integrated Territorial Investments (ITI); Joint Action Plan; Community Led Local Development; Urban policy.
