CER Summary The summary page has been updated to reflect new category information, Eligibility status, New participation status, The addition of a Pending Placement selector, and an area to mark non-compliance with the CER program. The information displayed on the remainder of the summary (Self-assessment data, Goal Setting, and CER Case Logs) is the same as it was previously.

Eligibility Status Eligibility Status added above eligibility determination. No changes to eligibility logic. Eligible: Both NCM and CDR identify Soldier as Eligible Ineligible: All other scenarios Reminder – eligibility cannot be determined until Phase One Goal Setting is completed in AWCTS. Eligibility rules in AWCTS have not changes. For reporting, there are now 2 overall values: Eligible and Ineligible. Ineligible will include those Soldiers where one or both (M2/CDR) have not made a determination. Reports can also be run separately on M2 and CDR with the same returns (Y,N, null) as before. Null meaning no determination has been made. This will allow continued reporting on cases where eligibility determination has not been established. Eligibility determination is not available until the OT has completed Phase One Goal Setting in AWCTS. If a SL or NCM cannot access the eligibility feature, this is generally the cause.

RED X - A Soldier listed as ineligible or non-compliant will have red x’s in all CER activity categories. CER activities outside of the Prep Tab cannot be logged if a Soldier is listed as ineligible or non-compliant. Any activities open when a Soldier is listed as non-complaint will automatically be ended and the End date will be the Non-Compliance date. Any activities open when a Soldier is made ineligible will be frozen (same as current behavior), but in reporting, the Soldier will not be listed as participating if they are ineligible. Yellow line – A Soldier is not participating in the associated category or categories. This is shown in all categories for those “Pending Placement” (we will discuss this in a moment). The yellow line will also show if the Soldier has never participated in the associated category, or if they participated previously (before today), but are not actively participating today. If all circles contain the yellow line and the Soldier is not listed as “Pending Placement,” the status will be “Not Participating.” Has participated previously is available as a value when running reports on CER participation. We will look at the updated report fields later in the presentation. Green check – The Soldier is participating as of today in the associated category. This means the activity started today or earlier and has no end date, or the end date is today or later. If at least one category has a green check, the Soldier’s participation status is Participating. The bottom line is that Soldiers are only participating in CER activities during the actual date range listed for the activities on each tab.

Pending Placement A Pending Placement drop down is available on the CER Summary page to track the reason a Soldier is waiting for CER placement. Soldiers may be Pending Placement for up to 30 days. Pending placement is not available when a Soldier is participating in any CER activity. When a CER activity is added that indicates the Soldier is participating in any category, the Pending Placement reason is automatically removed. The Pending placement field is available to track those Soldiers who are eligible for CER, but not yet participating due to waiting for placement, security clearance, etc. Soldiers may be pending placement for up to 30 days. At that point, the Soldier must be enrolled in some other CER worksite activity that aligns with their CTP goals until they are approved for the original placement. Participation status will automatically change to Not Participating after 30 days, though the Pending Placement reason will remain. Future development will generate an reminder to the at 30 day mark to alert the assigned TC that the pending placement time is up. The purpose of the Pending Placement status is to track reasons that a Soldier is not currently participating in a worksite activity. Pending placement is not available if the Soldier is participating in any CER activity outside of the Prep Activities tab. If there is a green check in any of the listed categories, Pending Placement is not available. When a CER worksite activity is entered in any category, the pending placement reason will be removed and the Participation status will be Participating.

If other is selected, the user will be required to enter details.

Non-Compliant A CER Non-compliance checkbox has been added to the CER Summary page. Authorized roles: Admin, TC, PSG, SL, OT Checking this box will require the user to indicate a reason for non-compliance. Submitting a reason will immediately end all open CER activities currently in-progress and prevent logging additional activities. The End Date for all affected activities will be the current date. For situations where a Soldier is choosing not to participate in CER activities (either prep activities, or regular activities), a non-compliance indicator has been added. This scenario should be used sparingly to identify Soldiers who are refusing to participate in ANY CER related activity INCLUDING Prep Activities. Checking non-compliant with CER will prompt the user to enter details. If the Soldier is listed as eligible for CER, but is choosing not to participate in any of the available activities, marking them as non-compliant will: immediately end all CER activities that are open and prevent logging any additional activities including Prep Activities. All tabs will display the “Soldier is Currently Not compliant” message in the header. End Dates equal to today’s date will be added if the record does not have an end date. If the End Date was originally post-dated, the Date will be changed to today’s date. If the system adds or changes an End Date, the Did Not Complete box will be checked For situations where the Start and End dates are post-dated, both dates will be changed to today’s date. Non-compliance is completely separate from eligibility. If a Soldier not eligible for CER, but is refusing to participate in Prep Activities such as SFL-TAP, they can also be marked non-compliant.

Non-Compliant Identifying a Soldier as non-compliant generates system s regarding the non-compliance to: Battalion Commander Company Commander Platoon Sergeant Squad Leader Nurse Case Manager body: “WTB Soldiers are required to participate in CER preparatory activities and work-sites while they are in a WTU. NAME has voluntarily chosen not to participate in these activities against statutory and regulatory mandate. NAME is now considered non-compliant with CER requirements and will be tracked and reported as non-compliant. Recommend that the Command counsel the Soldier on CER requirements and take any necessary administrative actions that may be required.” Marking a Soldier as non-compliant generates an to the Cadre indicated. This is meant to alert the command of the problem and enlist their support in getting the Soldier back on track. Transition Coordinators should note that administrative actions or consequences for non-compliance are up to the Chain of Command. The AWCTS non-compliance indicator is a tracking mechanism and notification system.

Prep Activity Tab The Prep Activity Tab is now next to the Summary Tab. Prep Activity is available immediately upon case creation. The CER Prep Activity Tab, including Employment Prep and OT Prep, has been relocated next to the CER Summary tab. There is no requirement for Phase One Goal Setting or eligibility determination to access Prep Activity. This tab is available immediately upon case creation. Prep Activities are available unless the Soldier is marked as Non-Compliant.

The following fields have been updated: Pre-Separation Counseling (formerly Briefing) DD 2648 – Pre separation counseling checklist The “Copy on file” instruction has been replaced with “Upload Copy in Attachments,” and the VA VR&E has been clarified to indicate the Legally required one on one counseling. Additionally, the following fields have been added to Employment Prep: Job Application Package Job Offer Letter VR&E Initial Orientation ACES Assessment And Medically exempted from SFL-TAP. Make sure to upload a copy of the listed documentation in the Attachments section of the Soldier’s case where appropriate.

Employment Prep Don’t use Career Plan – This field is scheduled for removal. CVA Career Plans are available in the Education and Training tab. Eform contains forms 2648 and 2958 – put dates in both fields to indicate completion. These fields may be collapsed in the future.

Edit Pre-Populated Activity
Pre-populated Activities (Prep Activity, RIAWA, Education Counseling) Select a Start Date For one day events, use the One day event check box to auto populate the End Date If the Soldier did not complete the activity, check the Did not complete box and enter an End Date Screens to Add and Edit CER and Prep Activities have been modified. Dates are now labeled Start Date and End Date throughout the module. Each tab The “Did Not Complete Date” has been removed and replaced by a “Did Not Complete” checkbox. Did Not Complete is available in reports as a True/False value. For every pre-populated activity (Prep Activity, RIAWA, and Education Counseling), Click the edit icon. Select a Start Date using the date picker. IF the event lasts only one day, or a partial day like this one, use the One day event checkbox. This will quickly auto-populate the End Date.

If any changes have been made to the page, the Last Updated date will also be posted. Not currently participating in ____ Activity is the default. Participating in ___Activity will always display the last Updated date. Participating means that the activity is occurring as of the current date. No currently participating, but has participated previously will display if the Soldier is no longer participating in the selected activity. Currently Non-Compliant will show on all tabs if the Soldier has been flagged as non-compliant for the CER program. These participation statuses are available in reports using the codes: Y for Participating N for Not Participating H for Has participated

Add or Edit Activity Use the green plus to add a new activity, or the edit icon to open an existing activity. Required fields are marked with an asterisk. To add an activity on grids where the activities are pre-populated – RIAWA and Education Counseling, use the edit icon next to the appropriate activity. Where grids are not pre-populated, use the green plus to add an activity. Required fields are marked with an asterisk.

Add or Edit Activity The “Did Not Complete” Date has been replaced by a “Did Not Complete” check box throughout CER. If a Soldier does not complete an activity, check the box and add the End Date. As a reminder, the Did Nor Complete box will be automatically checked for all activities where AWCTS automatically adds or changes the End Date due to ineligibility or non-compliance. Additionally, a One day event box has been added. After adding a Start Date, check the one day event box to quickly populate the end date without waiting for the date picker.

Career Skills Program Career Skills Program (CSP) check box is available for: Apprenticeship Non-Federal Internship Alternate Activity On the Job Training Job Shadowing A Career Skills Program check box has been added to certain CER activities organized and approved by the CSP. These fields are mistakenly labeled as “Career Services Program” throughout CER. This will be corrected in a future release. All instances labeled Career Services are actually Career SKILLS Program. To better track those opportunities, it is important to identify opportunities provided through the program. These include Apprenticeship, Non-Federal Internships and On the Job Training and Job Shadowing from the Alternate Activity section. The CSP box is available for all Apprenticeship activities. For Internship and Alternate Activities, the check box only appears for specific categories.

Instructor/Supervisor/POC
Instructor, Supervisor, or POC contact information and work site details are available for RIAWA Education and Training Internship Apprenticeship Alternate Activities Depending on the type of CER work site, TCs will be prompted to add Supervisor, Instructor, or Point of Contact information including name, phone number and . In addition, worksite location and days/hours may also be available. These fields have not changed. It is important to enter detailed Day/Time information so that other users, a squad leader for example, will know the exact location and times the Soldier is supposed to be at the assigned worksite. Once the data is in AWCTS, any user can view worksite information using the Instructor/Supervisor/POC hyperlink.

Education Counseling Education Counseling is now limited to:

Education & Training VR&E Career Plans are included in the Education & Training activities. These include: Employment through Long Term Services Independent Living Rapid Access to Employment Re-employment Self-employment The Education & Training tab now includes VA VR&E Career plans. They are available by adding an activity and selecting one of the career plan choices from the drop down menu.

Education & Training The grid displays these new options in the VA VR&E Career Plan section. Career plans will populate under the VA VR&E Career Plan section. All other selections remain the same for Education and Training.

Internship The Career Skills Program check box appears when Non-Federal Internship is designated in Internship Category. The only changes to Internship include the CSP check box for Non-Federal internships. When a Non-Federal Internship is selected, the CSP check box appears.

Other Career The Apprenticeship popup includes the Career Skills Program check box. The only changes to Other Career include the CSP check box on the Add/Edit Apprenticeship popup.

Alternate Activity New CER participation category for Soldiers not pursuing the traditional Career or Education path. Alternate CER Activities are designed for CER eligible Soldiers that may not require participation in a CER work site to support their CTP career track and career goal(s)… Alternate activities are subject to Company Commander approval. New CER Participation Category – Alternate Activity Alternate CER Activities are designed for CER eligible Soldiers that may not require participation in a CER work site to support their CTP career track and career goal(s) due to having a job to return to, possessing education levels that would result in rapid employment, retiring due to age or length of service (LOS), or going to be a stay at home parent. Any Alternate CER Activities must be approved by the Soldier's company Commander.

CER System Reports Soldier Career Track (may be delayed 1-2 weeks)
CER Eligibility and Participation CER VA VR&E CER E2I CER SFL-TAP The Soldier career track report shows the career track (Remain in the Army or Transition from the Army) designated in the Scrimmage and Goal Setting section of the Soldier’s case. The CER Eligibility and Participation Report shows M2, CDR and overall eligibility The VA VR&E report shows the start and end dates for VA related activities for soldiers at the WTU for over 90 days. It includes VA VR&E One on one counseling, Career Assessment, and Career Plan from the Employment Prep Tab and job training programs from the Education & Training Tab The E2I report includes start and end dates for the E2I referral. For soldiers at the WTU for over 90 days. The SFL-TAP report contains start and end dates for each of the sections of the SFL-TAP program.

For users with collections of ad hoc (other) reports, you will need to update your reports or they will not work. This is a good time to delete ad hoc reports you do not need or use. Most of the data needed for managing the CER program should be available from the new System Report options. Discussions regarding additional System Reports should be directed to Mr. Sean Simmons.
