One who secretly keeps watch on another or others.

Nuclear technology info was the main info trying to be obtained
More effort was put on the use of Soviet spies then the Americans

It was very difficult for them to build up after the second red scare ( anticommunism period) and with McCarthyism
They recruited mercenary agents and this was very successful with scientific and technical espionage
