5. TRAIN: political resolution
Curbing transport is an option !
High-speed must not be a competitor with local and regional transport
Safety and security must be ensured in a new approach (in the past : national rail company)
Public procurement :
Cost can not be the only criterium
Quality and life-cycle of the product should be included
Protectionism / economic nationalism
