1 WP 4.3: OBJECTIVES, PROPOSALS AND TOPICS TO BE DISCUSSED WITH INDUSTRY REPRESENTATIVES

2 WP4: Innovation The overall objective of this Work Package is to promote the potential applications of mature Accelerator and Magnet technologies to European businesses, with a particular focus on innovative SMEs, which have the potential to apply their expertise to applications for societal needs through successful engagement with Technological Infrastructures. This can be broken down as follows: Identify a European network of commercial organisations, consisting of both large companies and SMEs, that has the potential to innovate in the field of mature Accelerator and Magnet technologies. Identify domains of societal applications and potential markets beyond Research Infrastructures that can be developed by these innovative commercial organisations. Identify ways to optimise the effective engagement between Industry and the Technological Infrastructure to support the development of societal applications by industry. WP 4.3

3 WP4.3 Identify existing good practices, and barriers to effective engagement, between Industry and the Technological Infrastructures (INFN, IFJ PAN, PSI) Identification of existing good practices, barriers and ways of promoting the effective engagement of the Technological Infrastructure (TI) in supporting the European Industries (EI) for developing commercial products and services that may benefit the society at large. Areas to be investigated include Intellectual Property policy, Patenting rules, knowledge sharing and other critical aspects related to the exploitation of competences, equipment and services available at the Technological Facilities (TF). A report on the analysis of acquired data and conclusion document will be prepared. In the first part of the report the findings of the acquired data are presented. In the second part we provide proposals of procedures for good collaboration practices to overcome barriers to effective engagement between EI and the TI. Specific areas covered will include Intellectual Property policy, Patenting rules, and usage of equipment at Research Laboratories for R&D or production purposes.

4 POSSIBLE WORK ORGANIZATION
The WP activity will be divided in three phases: Phase I: Interaction/contact with the TF, and a representative sample of companies to acquire data and information on the task relevant topics. The scope of this phase is: a) Identification and contact of a sample of EI (public relations, commercial, patent offices) involved in production of particle accelerators components; b) Identification and contact of Technological Facilities (TF) offices to acquire information on relations TF-EI. c) Classification of EI in term of competences (vacuum systems, RF sources/cavities, magnets) d) Preparation of a survey to be sent to the industries competent offices to engage them in the discussion and to obtain a first feedback. Scope of the survey is to acquire information on their experience in the collaboration with TF and possible suggestions and comments from TF and EIs. Scope of the survey is also to know if there are regional, national, European programs that facilitate secondments of EI personnel and collaborations. e) Organization of 1-2 days meeting with EI representatives to clarify all critical points and to deeply investigate the various identified problems and proposed remedies. This analysis has to cover different geographical areas, different countries, different industry dimensions and both technological areas of large magnets and accelerators.

5 Phase II: Analysis of acquired data and experiences and drawing up of a final conclusion document.
Scope of this document is to: a) ”make a picture” of the present situation with an elaboration of the acquired data b) propose procedures for good collaboration practises to overcome barriers to effective engagement between Industry and the TI. This will include ideas to enhance the capability of the TI cluster to intercept opportunities of collaboration originating from industrial world, a few actions, that will be felt worth being implemented within the time scale of the project, will be taken into consideration, prioritised and then selected for being carried out. Examples may include the setup of a showcase of the competences, infrastructure and services that TFs are committed to offer to industry or a compilation of regional, national and European programs that may provide funding for supporting the secondments.

Summarizing, the advantages for the Industries given by this WP work should be: First part: Identification of existing good practices, barriers and ways of promoting the effective engagement of the TI/TF in supporting the EI for developing commercial products Second part: Proposals of rules and regulations for the access to the TFs equipment's from EI Proposals of rules and regulations for support and/or secondment of TFs personnel in EI activities Proposals of general rules to overcome the barriers for Intellectual Property policy, Patenting rules, knowledge sharing and other critical aspects related to the exploitation of competences Proposals of a “real”/feasible implementations for the previous rules/solutions with a WEB portal and/or dedicated offices

8 POSSIBLE TOPICS OF SURVEY (aim: first description of current TF-EI collaboration form)
Size of Enterprise (Staff Headcount, turnover or balance sheet total) and area of competence Frequency and type of object of the collaboration with TF (supply-order-prototyping-request of services) Implication of using TFs equipment (for test, characterization, fabrication,…) TI personnel (manpower and know-how) within some project Existence of standard “Collaboration Contract” for any collaboration or definition case by case Experience and problems in patenting submission and/or intellectual property during collaboration Examples of commercialized products developed in collaboration with TFs “EI Opportunities and necessities” of access to the TFs and/or qualified personnel support for the development of commercial products Advantages and drawbacks of secondments of TFs personnel within EI for specific project. (example: funding of TI personnel unit located at EI for the project) Experience in Regional/National/European programs for commercial product development

9 Real and clear proposals
PURSUED OUTPUTS OF WP4.3 The final goal of this WP4.3 is contained in D4.3 “Report on best practice collaboration between industry and technology (M30)” This Report must contain Real and clear proposals for the enhancing of the TI-EI engagement We expect suggestions on these proposals from EI. Example: implementation of a Website with list of services that TI can offer and a simple way to access….

11 Traditional way of the EI/TF relationshIP
The usual direction of the relationship between European Industries (EI) and Technological Facilities (TFs) is the following: TFs ask components, apparatus, etc. to the industries knowing exactly the potentiality of the companies on the market. A clear/complete vision of industrial offers is very well recorded in the database of each Institute, sortable (at least) for: merceological category CPV This enables an ease identification of the potential partners

12 What about the other direction?
EI know the main projects of the TF or Research Institutions, but most of them (us) ignore: All (or part) of the scientific purposes of a given experiment/accelerator complex The instrumentation and devices developed and available in the TFs The competencies of the TF personnel The potential innovative return of the research activities (civil, space, aeronautic...WP 4.1 and WP 4.2 objectives)

13 Changing of directioN What is it needed? The direction of the relation between EI and TFs should change. TFs should make EI aware about their technology capabilities, their progress, etc... A clear presentation of the possible “offer” (in term of technologies, services, etc...) is needed to start the new direction of the collaboration. Industries are used to promote capabilities and new technologies to the institutes, EI need to have the information coming from the TFs

14 How can it be done?  Information meetings could be an instrument to share and present all the possibilities coming from the TFs.  It could be extremely interesting if these meetings could be done periodically (every six months, as example) The first meeting should cover all relevant topics developed in the last five/ten years, while the following meetings should be just an update of what is new in the several field of competences. These meetings should be hosted (in a rotating way) by the TFs with visits of the facilities or new implementations. Dedicated offices in each TF should be completely dedicated to the dialogue with industries and should be able to help EI in founding contact person, experts, etc...

15 WEB Portal All these information could be collected in a portal where the technologies and equipment could be made available and updated when necessary. The EI should be able to find the opportunities sorted for categories of the technology or for TFs.

16 Goal of the collaboration
The main goal is to support the (arrive to an) innovation allowing the companies to use the technology, infrastructures and knowledge of the TI: to be more competitive on the global market to have a new product for societal applications by industry and...suggestion?

17 Possible ways of collaboration
Vertical transfer of technology. The TFs helps the EI with a transfer of technology and the EI uses it for developing a new product for a global market. Horizontal transfer of technology. In this case the TFs and EI will collaborate together using the knowledge or equipment of the TF and the industrial know-how to develop (possibly) something new for both the parties.

18 PoTENTIAL problems EI/TFs belong to different countries with different legal and administrative rules. These different rules should be balanced in order to allow an equal treatment for all EI. Legal jurisdictional problem may occur, differently in the two cases: Vertical transfer of technology no major problem, all the rules could be managed from the begin, contractually. Horizontal transfer of technology, how to manage the results of the collaboration (patent, and future application on future CFT)

19 Good Existing Examples: CERN
CERN has already a policy for the technology transfer The possible technology transfer opportunities are collected in a dedicated web site. Beyond these opportunities on the website there is more, the knowledge. Rules and contract are well defined (but CERN has his own rules not linked to a particular Country or state, is it possible/reasonable to extend this model to European Public Institutions?) A department group is dedicated to technology transfer, from the technical part to the legal issues arriving drafting related to the contracting activities.
