1 Developing a Town Center In Sierra Vista A Preliminary Suitability Analysis
Gregory J. Christakos University of Arizona – MSGIST Program City Of Sierra Vista, Metropolitan Planning Organization

2 Background City of Sierra Vista Development of a Town Center
Largest City In Cochise County Pop. 43,806 (2014 est.) sq. mi (2010) Development of a Town Center Lack of traditional downtown Rebranding Effort Coordinate Info. GCS NAD83 Projection Transverse Mercator Cochise County How accessible are amenities

3 Purple Area is MPO Boundary
Purple Area is MPO Boundary. Southern Half is not a part of the city but is included due to possible future annexations, urban area.

4 Geographical Problem Is the current Fry Boulevard site ideal for town center development? Mixed Use Zoning Secondary Sites Fry Site Chosen By City Council due to park and road access. Different opinions within community of better sites. Can GIS help provide an answer to this problem?

5 Methods Identify Feature Variables Ideal For Mixed Zoning Residential
Libraries, Schools, Post Offices, Colleges Identify Travel Cost Surfaces Streets, Transit, Pedestrian Generate Cost Distance Layers Using Features & Travel Cost Surfaces Ex) Library Accessibility via Streets? Reclassify Cost Distance Layers With Fuzzy Membership 0 – 1 Range, Continuous vs. Discrete Apply Fuzzy Overlay To Fuzzy Membership Layers Linear Suitability To evaluate proximity of any location in the city to the targeted features, such as parks, the costs of traveling to these features needed to be calculated.

8 Areas in dark = low cost of accessibility along street network

9 Transforms the input raster into a 0 to 1 scale, indicating the strength of a membership in a set
Linear probability relationship

10 Ran a reclassification on high fuzzy membership areas

12 Outcomes & Conclusions
As a sample, Fry Boulevard & West End Site are most ideal based on 4 of 20 sample Features Variables Streets as the only Travel Cost Surface Complete Analysis = 20 Feature Variables applied to three different Travel Cost Surfaces with one total Fuzzy Overlay A total of 60 different inputs Good indicator of overall suitability and accessibility for mixed use town center
