3. Guantanamo Bay Prison
In 2009, President Obama ordered Guantanamo Bay to be shut down, but Congress would not allow prisoners to be moved to US for trials
In March 2011, Obama reversed the order and allowed trials by military tribunal to resume, with some important revisions to the process used during the Bush administration

4. Guantanamo Controversy Continues
Of the 779 people who have been detained at the United States military prison at Guantánamo, 604 have been transferred to other countries and 166 remain. In addition, nine detainees died while in custody.
