5 PPV & FR AUTHORITY The enactment and establishment of the Authority was based on the sui generis system adopted in harmonization with UPOV system of Novelty, Distinctiveness,Uniformity & Stability. Farmers’ Rights Section was an unique feature for the Act which gave the much needed importance to the farmers.

9 GENERAL FUNCTIONS OF AUTHORITY
Registration of NPV,EDV & EV Promote & encourage the devt of NV. Protect the rights of the farmers and the breeders. Indexing of varieties registered under this Act. Documentation, indexing and cataloguing of FV Ensuring seed availability with the provisions of CL. Recognizing and rewarding farmers and community. Maintenance of the NRP Update of database of all plants varieties. Maintenance of National Gene Bank. Developing DUS test criteria. Formulation of gl, sp & special test guidelines

11 REGISTRATION Central Govt. has notified 42 crop species.
PPV&FRA has developed guidelines for specific DUS test. Authority has published 47 specific DUS Test Guidelines.

14 Regn. of Farmers’ Variety
Can be registered like any other Variety. A farmer/group or community can apply No fee for registration of Farmers’ Variety. Complete the form Submit the seeds to PPV & FR Authority.

15 “Farmers’ Variety” means..
A variety which… (1) has been traditionally cultivated and evolved by the farmers in their fields; or (2) is a wild relatives of land race or a variety about which the farmers possess the common knowledge.
