2 Who we are… Purchasing and Contracting Services (PCS)
Is responsible for establishing and administering the University's purchasing policies and procedures consistent with federal, state and University rules and regulations. Mission: Provide efficient and effective business services for the University. Manage and secure assets and services for University and ensure University of Oregon business is conducted in accordance with applicable laws, policies and best business practices.

3 Decentralized Campus Each department has the authority and responsibility to make their own purchasing decisions. Purchasing and Contracting Services’ role to review and support campus purchasing activities.

8 Campus Paper Policy Loophole – Recycled always costs more than virgin
Focus on print reduction to counter costs 50% total recycled with 30% Post Consumer & Chlorine Free Only PCW can be verified Chlorine vs. chlorine dioxide Chlorine free process Clarify “Paper Products” None of the North American mills use chlorine any more - they use chlorine dioxide, which has different chemical properties, and had greatly reduced the environmental impact that came from the use of chlorine gas (prior to the early 1990s).  However, some people might interpret "chlorine-free" to also include chlorine dioxide, which would eliminate virtually all papers on the market (including Aspen 100).  Some recycled fiber is PCF (process chlorine free), which only means that it was cleaned without the use of chlorine or chlorine compounds when it was recycled - but it was almost certainly process ECF (elemental chlorine free - i.e., using chlorine dioxide) the first time it was made.
