4. Updates in DoD Grants Policy and Terms and Conditions
DoD has a new Grants Policy Manager – Barbara Orlando (previously from NASA)
Proposed Rules to update the DoD Grant and Agreement Regulations (DoDGARs)
ONR posted revised DoD R&D General T&Cs (dated September 2017) at its website as well as ONR’s Addendum to these T&Cs with Programmatic Requirements (replaces prior Agency Specific T&Cs).

5. Updates in DoD Grants Policy and Terms and Conditions
Some notable changes in the DoD R&D General T&Cs include:
New paragraph on Award Acceptance in preamble.
Added context to “Reserved” sections/paragraphs so that recipients and DoD Components know what is expected (e.g. reserved paragraph/section doesn’t apply to awards using these general T&Cs, applies but will be in DoD Component addendum, or is an optional paragraph/provision that applies only if included in DoD Component addendum or award-specific T&Cs).
Added new section to Remedies and Termination article (OAR Article III) to indicate first step in a situation of noncompliance may be imposing award-specific conditions prior to taking any remedies.

6. Updates in DoD Grants Policy and Terms and Conditions
New document entitled “ONR Addendum to the DoD R&D General Term and Conditions and ONR Programmatic Requirements” replaces what used to be called Agency Specific T&Cs.
Includes updated payment provision to remove ONR Payweb language and to include other updates.
New RPPR language for interim performance reports; using Army Research Office system.
Many things removed from the former Agency Specific Requirements that are now handled in DoD R&D General T&Cs.
Requires flow-down of exempt property language to applicable subawards.

New document entitled “ONR Addendum to the DoD R&D General Term and Conditions and ONR Programmatic Requirements” (CONTINUED)
Includes new provision for Research Involving Recombinant or Synthetic Nucleic Acid Molecules.
Includes language on correcting notifications to retrieve copies of awards/mods through DoD’s Electronic Document Access (EDA) system.
More clear on which ONR programmatic provisions require flow-down.

Considerations for future versions of the DoD R&D General T&Cs or ONR Addendum/Programmatic Requirements:
Use of iEdison to disclose subject inventions.
Potential revisions to “Publications and Acknowledgment of Sponsorship” language in ONR Programmatic Requirements .
Why do we exempt scientific articles or papers appearing in scientific, technical or professional journals from published materials that needs to include the disclaimer “Any opinions, findings, and conclusions or recommendations expressed in this material are those of the author(s) and …..”?

Micro-purchase threshold changes in 41 U.S.C (a)(2) resulting from the FY2017 National Defense Authorization Act and the American Innovation and Competitiveness Act.
Methods for using RPPR in final performance reporting.
