Goals: Create a solid partnership with companies and public administration organisations Detailed and up-to-date monitoring of the structures of large companies and public administration organisations Detailed and up-to-date monitoring of the statistical units existing within these companies and public administration organisations  Good quality statistical universe in the Business and Enterprise Register (survey framework)

Data collection for two surveys: Business census (every three years) Quarterly employment statistics (every three months)  Needed for the employment statistics programme Monitored variables: location, employment, economic activity

5 Profiling method Standard profiling method (process):
1st indirect analysis of enterprise (internal FSO data) Contacting and visiting the enterprise Preliminary analysis systems available to each enterprise as well as their needs and specificities Pairing Business and Enterprise Register units with client units Duration : 3-6 months (can vary depending on the size of the business or administrative agency) The same method is utilised for the private and the public sector

6 High-quality updating of the public services in the Register
Profiling thus ensures continuity of the units of the public sector in the register. It enables supervision of the following components: Organisational structure specific to the public body concerned Localisation of establishments Situation of different statistical units Employment Economic activity (NOGA) at the level of establishments

7 Profiling ensures homogeneous treatment in a federal state
Several types of governmental bodies in Switzerland: Federal government Cantonal governments Municipal authorities Regional institutions All of these public bodies are managed autonomously and have to be treated individually

8 Profiling takes organisational units into account
Profiling enables different organisations specific to each public body to be taken into account and managed separately Each organisational structure is analysed and recorded in the BER depending on the organisation of the units concerned

The Business and Enterprise Register is based on a model (group unit, business unit, legal unit and local unit) which corresponds to the structures of private business With the profiling method, the definitions of business units, legal units and local units are adapted in order to meet the statistical needs as closely as possible

Specificities for government agencies Administrativ unit: the establishment is linked to an organisational unit and must have its own activity

13 Profiling ensures that the distinctions are made for economic analysis
Within the framework of sectorisation (ESA95) used by the national accounts for economic analysis, it is important to allocate the institutional units of the economy to the relevant institutional sector. This allocation is made on the basis of the combination of the main activity and the legal form of the institutional unit

17 Profiling offers support to individual statistics
Statistics on certain themes produced by the FSO are based on data from particular sectors of the public administration. Education statistics Health statistics With profiling method, a practical approach can be adopted to link these areas to the existing structures of the BER. This provides consistency for the whole of the system and improves coordination of data among these governmental bodies

19 “Light” Profiling “Light profiling” is planned for the handling of small public sector units in the Business and Enterprise Register Same goals as in Standard Profiling but a different method Basic principle: Development of an internet interface Utilisation of existing registers Utilisation of possible combinations
