3 1.1. Objective Effective training on hypothetical or real-life case examples: Suggests how to prepare background information. Links theoretical information in M2, 3, 4 and 5. Focuses on design of optimal SEA approach for a chosen P/P. IAIA SEA Prague05 29th of September 2005

4 Tasks within the exercises
Review a planning process; Suggest when the need for SEA should be determined; Suggest when and how to undertake scoping; Outline analyses in Environmental Report that are appropriate for the type of the P/P and outline their optimal relation to the planning steps and tasks; Outline appropriate consultations with authorities; Outline appropriate public participation; Suggest measures to take due account of relevant outcomes of SEA in the planning process; Review and summarize the proposed approach; Suggest optimal management of the SEA process. 5 1.2 Complexity of the practical exercise
The Module provides: General approach to undertaking SEA within the given planning/programming process. Detailed procedures to be followed in SEA for the given planning process. Appropriate methods and tools in SEA for a given planning/programming process. Detailed ToR for the undertaking SEA within the given planning/programming process General approach to undertaking SEA within the given planning process. This most simple discussion requires familiarity of the audience with the requirements of the Protocol, general features of planning system and basic logical links between elaboration of P/Ps and SEA. Its successful accomplishment may typically require 2-5 hours of work. Detailed procedures to be followed in SEA for the given planning process. This more advanced discussion requires familiarity of the audience with the detailed requirements of the Protocol, detailed features of planning system and detailed logical links between elaboration of P/Ps and SEA. Its successful accomplishment may typically require 6-8 hours of work. Appropriate methods and tools in SEA that are appropriate for the given planning process. Such advanced discussion requires familiarity of the audience with the detailed requirements of the Protocol, detailed features of planning system, detailed logical links between elaboration of P/Ps and SEA and methods that can be used in elaboration of environmental report and for carrying out consultations and public participation. Its successful accomplishment may typically require 9-15 hours of work, depending on the complexity of the planning process. Detailed ToR for the undertaking SEA within the given planning process. This most advanced discussion requires familiarity of the audience with the detailed requirements of the Protocol, detailed features of planning system, detailed logical links between elaboration of P/Ps, SEA and methods that can be used in elaboration of environmental report and for carrying out consultations and public participation and with possible degrees of SEA integration into the planning process. 6 1.3 Outcomes Information generated within this practical exercise can be typically used for: discussion on SEA approach for a specific planning system; development of SEA guidelines for a specific planning regime; elaboration of the SEA ToR for a particular PP. Is the planning process required by the law? Who is initiator of and decision maker for the P/P? Are there any requirements/guidelines for the planning process (to help to identify the planning steps, outcomes….) Is there a requirement for env. analysis? What is the consultant process with authorities for the planning system? With whom? When? Are there any consultation requirements with the public for the planning process? When?
