The digital divide can be defined as “ the gulf between those who have ready access to computers and the internet, and those who do not.”

Social Capital Definition Issues Surrounding access in South Africa Social Capital can be as, “the collective value of all social network and the inclinations that arise from these network to do things of each other. The central premise of social capital is that social networks have value”. Many communities do not have infrastructure to use technology and have access to computers and internet. Some areas are not connected or improved to have access. South Africa is still a developing country and it is behind when it comes to advance technology and better infrastructure.

Knowledge Capital Definition Issues surrounding access in South Africa Knowledge Capital, also called intellectual capital, is the intangible asset that represents valuable ideas, methods, processes and other intuitive talents that belong to a company. Knowledge is affected by poverty. Knowledge is affected by lack of information. Knowledge is affected by lack of education in communities. People cannot use and access technology effectively because they lack knowledge and ability to understand how it works. They do not know much about social technology.

Human Capital Definition Issues surrounding access in South Africa Human capital refers to the skills, knowledge, and experience possessed by an individual or population, viewed in terms of their value or cost to an organization or country. South Africa has areas that has better infrastructure of technology for people to access and use internet. They are some areas that do not provide people with access to internet and network, because of the cost in order to provide infrastructure.

6 How can the government solve the issues around access.
The government could invest more money and contribute to the economy of technology. The government could improve the infrastructure of technology. The government could educate people about the important and benefits of using digital divide. The government can create support groups for people and to help them by training them how to get used to the new technology Supply areas without technology and internet with access and network. Government must also provide individuals with technology such as a computers and an internet connection so that communities can start communication with richer countries.
