3 Sustainable Development Goals
General Assembly of the United Nations (September 2015): Sustainable Development Goals (SDGs). All UN member states signed the “2030 Agenda for sustainable development”. “Agenda ”: 17 goals covering 169 targets. Implementation of “Agenda” will be evaluated using a list of indicators and published in annual reports. 3 3

UN Statistical Commission (46th session, March 2015):  Inter- agency and Expert Group on Sustainable Development Goals Indicators (IAEG-SDGs), installed to develop indicators’ system to monitor SDGs achievements. Members: UN member states, international organizations and institutions. UN Statistical Commission (47th session, March 2016): list of SDGs indicators proposed by the IAEG-SDGs is approved as a starting point for the future technical refinement (E/2016/24 - E/CN.3/2016/34, 47/101-d). The proposed list includes 231 indicators; it should become the basis for worldwide monitoring of achievements of SDGs. The list is to be presented for approval by General Assembly of the United Nations in September 2016. 4 4

Bearing in mind the fundamental importance of work to achieve SDGs, CIS NSOs should be enabled to represent the national results productively in the upcoming World Monitoring. A correct assessment system is needed. To what extend the global list of SDGs indicators is applicable in the CIS region? The CIS-Stat held a special survey based on a Questionnaire on SDGs indicators in order to identify and summarize the view of the CIS countries. The replies were received during June-August 2016. 5 5

CIS-Stat survey uses 5 criteria. CIS countries provided answers (“Yes” / “No”) for each indicator, to the following questions: - is the indicator relevant? - is there methodology for the indicator? - are there data for the indicator? - is data collection for the indicator planned? - is wording refinement needed for the indicator? Summarized replies (as of September 1, 2016) allow to characterize the CIS NSOs general view on the list of indicators currently proposed for the forthcoming SDGs monitoring. 6 6

13 Conclusions (1/2) Full list of indicators (231 indicators) has no support of CIS countries on any criteria – even in the mild form uniting “Full support” and “Partial support”. This does not mean that the global list should be reduced, but this is a significant qualitative argument in favor of following requirements: 1) in the course of the future monitoring of SDG achievement, the CIS countries should not be assessed formally on the basis of full list of indicators. The selective approach is needed. 2) The CIS region consolidated assessment may be one of the landmarks within the further refinement of the global list of SDGs indicators at the international level. 13 13

14 Conclusions (2/2) The results of the presented survey on the CIS countries’ view on the global list of SDGs indicators were discussed by The Council of Heads of Statistical Services of the CIS (55th meeting, September 8, 2016, Ashgabat). Survey was endorsed by the Council. CIS-Stat was entrusted to continue the work together with NSOs. On September 13, 2016, the CIS-Stat informed the UN Statistics Division on the current assessment of the global list in the CIS region. 14 14
