2 Performance Measures and Targets
Performance measures serve an important role in helping to: Understand deficiencies in system performance Prioritize competing investments Demonstrate progress toward meeting goals and objectives Communicate among the DOTs, policymakers, and the public

3 Measures to Support Goals and Objectives
Expanding the traditional highway LOS, and other operational performance measures to include measures addressing reliability, safety, and environmental considerations, will enable agencies to track success towards goals and objectives

4 Conflicting Perspectives
From a Mobility Perspective - we need to ensure that the transportation system is reliable, accessible, integrated, fast, efficient, and flexible From a Safety Perspective - we need to ensure that the transportation system is safe, has a low risk of accident or injury, and thus making the system more reliable and efficient From an Environmental Perspective - we need to ensure that the transportation system improves the sustainability and livability of communities, reduce the adverse effects of ecosystems, and reduce the amount of pollution from transportation sources

5 The BIG Question How can we account of all three perspectives in the way we plan for and operate our transportation system?

6 Where are we today.. Many agencies utilize HCM methods to estimate operational performance measures and for urban streets multimodal LOS/ customer satisfaction Simulation tools estimate other performance measures at the microscopic level for example Operational performance – delay, travel time Environmental impacts – emissions, fuel usage Safety surrogate performance measures – conflicts

7 National Momentum USDOT and AASHTO moving towards performance management Safety performance management and the establishment of national targets being undertaken now by USDOT Fatality rate Operational performance management Travel time reliability Appears to be measure of choice by AASHTO and some states Most agencies (local and state) associate Level of Service (LOS) thresholds as defining “success or failure”, especially for planning/decision making process

8 Traditional Approach to Performance Measurement
Safety, ops, environment…silos Why do we isolate performance measures? Traditional offices that operate within State DOTs Funding sources often geared toward safety, operations, environment Data often collected through different methods Real time data or field collected data – operations Historical data – safety Simulated data – environmental Does this approach work best for real-time management strategies?

9 Going Forward... We need to start looking at our operational improvements as solutions that solve mobility/safety/environmental problems. Example: Implementing an ATDM strategy such as speed harmonization will gradually reduce/smooth speeds, as congestion worsens, preventing breakdown conditions resulting in the elimination of queues and forced flow, reducing collisions at the back of the queues and reducing emissions.

10 Going Forward… We need to start measuring/estimating the performance of our transportation system on a regional basis - examining the influence of these improvements on other roadways in the region and overall impacts of, not only mobility/reliability, but also safety and environment on the entire region We need to have performance measures that not only work for planning transportation improvements, but also work in real-time operations

11 Development of Performance Index
Purpose of Proposed Performance Index Allow agencies to optimize the overall performance of system in real-time without sacrificing one performance area over another Operations performance measures should be related to the goals and vision of the region, whether they are mobility goals, safety goals, environmental goals or any combination of these Allow agencies to enhance the planning process as part of the Transportation Improvement Program prioritization process as required in the planning regulations Allow agencies to establish their priorities Move towards performance management in real-time Support ATDM
