CEDR Seminar – DIRCAIBEA “Road Safety, a Continuing Challenge”
Actions to improve road safety in Mexico Óscar R. Callejo Silva Infrastructure Undersecretary, SCT Mexico Madrid, Spain October 4, 2017

How are we? Accidents, injuries and deats, Trends 2011 to 2015
In 2015, the Ministry of Health reported 16,039 deaths in road crashes, 1% more than in 2014. However, compared to 2010, the number of death in road crashes in 2015 decreased by 3.2%. Nearly seven out of ten deaths are vulnerable road users (pedestrians, cyclists and motorcyclists) The situation of motorcyclists is worrying; as compared to 2010, motorcycle deaths increased by 90% Compared to 2014, the largest increase in the number of motorcycle deaths corresponds to the age group of years old The total cost of road accidents represents 1.9% of GDP Source: National Profile 2015; Ministry of Health.

General view: With the objective set for the Decade of Action for Road Safety to reduce road traffic deaths by 50%, Mexico’s challenge is to avoid 10 thousand deaths by 2020 Source: Report on the Situation of Road Safety in Mexico 2015; Ministry of Health.

Activities during the Decade of Action for Road Safety 2011 - 2020
Mexico’s Road Safety Strategy Pillar 1 Pillar 2 Pillar 3 Pillar 4 Pillar 5 Road safety management Safer roads and mobility Safer vehicles Safer road users Post-crash response Inter-institutional coordinaton The lines of action that make up each of the pillars of the National Road Safety Strategy seek to influence the three elements of the road system: driver, vehicle and road; without leaving aside the management of road safety management and the post crash medical response.
5
Progress and coordination on the subject Recent measures
Legislation Preparation of a National Road Safety Law, which includes the creation of a National Road Safety Agency. Updating the Mexican Official Standards that contribute to road safety, including: road signing and signalisation Safety guardrails Emergency braking ramps on highways Maximum weight and dimensions of commercial vehicles Definition of standards regarding motorcycle helmets, speed cameras and blood alcohol measurement Source: Road Safety Annual Report 2016; IRTAD.

Road safety data management
Progress and coordination on the subject Recent measures Road safety data management Improvement of the national accident data collection and processing system In 2015, 26 regional road safety observatories were established A new web-based application was developed to link different road crash databases into a common platform (RAVMex) Source: Road Safety Annual Report 2016; IRTAD.

Progress and coordination on the subject Recent measures
Infrastructure The performance and condition of the federal highway network was assessed using the methodology of the International Road Assessment Programme (iRAP). Several important infrastructure improvement projects are being carried out, such as the attention of points of concentration of accidentes (black spots), improved intersections, installation of safety barriers, pedestrian crossings and bridges, bus stops, road marking and emergency braking ramps. Mexico has more tan 1,400 road safety auditors in 30 states, including 162 members of the Federal Police Source: Road Safety Annual Report 2016; IRTAD.
9
The Challenge: Reach the national goal
10
Safer Roads The Challenge: Reach the national goal What should we do?
Identify and solve safety problems at black spots by proposing appropriate countermeasures Implement a regulated road safety audit process
11
The Challenge: Reach the national goal What should we do?
Safer Vehicles Strengthen compliance with the regulations on minimum vehicle safety requirements, marketd and operated on mexican highways and roads Implement measures that promote renewal of the vehicular fleet in circulation and have a more modern fleet
12
The Challenge: Reach the national goal What should we do?
Safer road users Enforce the law, with emphasis on compliance with: Speed limits Maximum weight and dimension of commercial vehicles Maximum driving and rest times Seat belt use No mobile phone use while driving a vehicle Work on the creation of a greater road safety culture within the country through: Road safety training and the accident prevention and compliance campaigns
13
Generate measures to improve response times after the colision
The Challenge: Reach the national goal What should we do? Post crash response Generate measures to improve response times after the colision Improve pre-hospital medical care with state of the art equipement and better trained technical personnel
