1 Revision of EIONET priority data flows - new biodiversity data flows
Beate Werner, EIONET- WS Biodiversity, 19./ Revision of EIONET priority data flows - new biodiversity data flows

2 EPDF working group objectives
The Working Group (WG) was established by the EEA in agreement with NFPs to review the Eionet priority data flows to align them with the EEA priorities and needs deriving from Multi-Annual Work Programme (MAWP) and the 7th Environmental Action Programme (EAP). Two key elements were addressed: focussing on Eionet-relevant data flows, what should be the criteria for a data flow to be considered a ‘priority’ data flow? what evaluation criteria should be applied to monitor the regular reporting of data flows by Eionet countries?

3 Data flow mapping exercise
Objectives: Understand what data flows are presently reported via Eionet ReportNet CDR Identify the basis of the reporting obligations – ‘legal’ or ‘voluntary’ Map how each data flow is presently used by EEA: in EEA indicators (CSI + others); in regular EEA assessments and technical reports necessary for EU reporting under international conventions; regularly provided to other EU institutions e.g. ESTAT indicators (excl. solely to Commission for their compliance purposes) regularly provided to other international organisations (OECD etc) Identify relevant expert groups beyond Eionet supporting the respective data flow e.g. EU committees, working groups etc.

4 definition for ‘core’ data flows
Core data flow: a data flow reported by EEA member and cooperating countries using the Reportnet tools and which is used by EEA for its regular assessments, products and services. Quantitative approach: In principle, a basic ‘scoring’ system can be applied to assess the potential inclusion of a data flows Transparent May not ensure adequate thematic coverage, dependency on the choice and weighting of metadata parameters

9 Scoring criteria - CDDA

10 Next steps Timeline October 2015: final discussion and comments by NFPs 1 Nov: documents to MB Nov-Dec/Jan: EEA will coordinate with NRCs cc NFPs on revised data flow scoring criteria (standardised across data flows – improved consistency) WG considers its ToR finalised with submission of documents to the MB Nov meeting. However the group may still schedule a final webinar/meeting if required in 2016 e.g. once detailed scoring criteria have been elaborated

BD 2020 further calls for : improvement of the biodiversity knowledge base improve monitoring and reporting on Nature, the common Agricultural Policy (CAP), the Common Fisheries Policy (CFP)* responds to CBD - COP 10 biodiversity global commitments & targets. *Cohesion policy and marine issues covered in 1.6 and 1.8
