WAG initiative – 2005 Sure Start - more targeted and prescriptive Universal entitlement for families with U4 within defined areas Provision based around four core elements: Enhanced Health Visiting; Parenting Programmes; Basic Skills; Free Part-Time Childcare Multi-agency management & trans-disciplinary delivery Principle of preventative early intervention IMPACT Physical Health Language & Communication Skills Early Identification Cognitive; Social/Emotional Development Long Term: Reduction - poor skills Reduction - family breakdown Reduction - poor child/maternal health

3 Where We Are With RBA Applied RBA to both population and performance accountability (service systems) for WAG Flying Start programme Greater focus initially on performance accountability with service managers as easier for managers to ‘have a go’ All services now have a report card in place but not all have populated the card with real data Programme population report card in development Can see the contribution programme does/could make to higher strategic outcomes

4 Cardiff Flying Start Parents Plus Service : Performance Evaluation Report 2009-10
Service Description: The Parents Plus service is part of the Parenting core strand of the National Flying Start Programme. The Parents Plus Service consists of one Senior Educational Psychologist; three Senior Home Liaison Officers; four Home Liaison Officers; and two p/t Administration Officers. In addition, there is one f/t Specialist Home Liaison Officer (Homeless) and two Home Liaison Officers (former Sure Start) It has a budget of £312,972 and aims to offer time-limited, targeted, home-based parenting interventions in each of the 8 Cardiff Flying Start catchments reaching approximately 110 families annually. Purpose of Service Assessment of child’s functioning, development, well being and play within the family context Agreement with parents on appropriate changes to implement within the home Evaluate improvements in family interactions and relationships; and in the child’s behaviour Headline Performance Measures Evaluation of training by Childcare Staff [DD4* 6 months follow-up after PP+ Behaviour Training course] Percentage significant change rated by HOME LIAISON OFFICER: relationships & behaviour Percentage significant change rated by PARENTS: relationships & behaviour How Are We Doing? Data Development Agenda DD1 - % Families referred (needing the intervention) who take it up DD2 - % Families receive Initial Assessment Visit within five weeks of referral

5 Cardiff Flying Start Childcare Quality: Performance Evaluation Report 2009-10
Service Description: The Childcare service is a core strand of the national Flying Start programme. The Advisory team consists of two teachers and two senior teaching assistants. It has a budget of £239,300 and currently supports 20 childcare settings plus childminders by delivering training, modelling good practice , enhancing environments both indoors and out, evaluating, monitoring and assessing provision Purpose of Service To improve outcomes for young children in the most disadvantaged areas of the city in the four key developmental areas ie. cognitive, physical, personal and social, and language and communication. To deliver quality training for childcare providers in order to develop their knowledge and skills To work with the childcare settings to develop and maintain high quality provision Headline Performance Measures Average performance of settings showing improvement in ITERS scores Settings using skills/knowledge gained on WAG training Number of support visits by advisory team over 3 terms( target minimum of 12 ) How Are We Doing? Data Development Agenda DD1 - % Teachers reporting good/easier transition of children to Nursery Provision DD2 - % Parents reporting satisfaction with childcare DD3 - % Childcare providers reporting high levels of satisfaction with training

6 Hot Topics Knowledge about & appropriate analysis of statistics – How do we know whether the information really shows what’s going on? Over what period of time would it begin to show validity Is using ‘home-made’ non-validated rating scales okay? How do we know whether or not they are measuring what we think they are measuring? Are they credible? Data management tools – What tools are there for the simple management and retrieval of data? (collecting qualitative data in a quantative way!)
