2. 2 The ARNG SAP’s mission is to strengthen the overall fitness and effectiveness of the Army’s total workforce and to enhance the combat readiness of its Soldiers in keeping with AR 600-85. Increase individual fitness and overall Unit readiness. Provide adequate, responsive alcohol and other drug services in prevention education and referrals for all levels. Implement alcohol and other drug risk-reduction and prevention strategies to support readiness, productivity, and careers. Assist in restoring to duty substance-impaired Soldiers who have the potential for continued military service. Encourage alcohol and drug-free leisure activities. ARNG SAP: Mission and Overview

6. 6 The SAP PC will facilitate and partner for the delivery of all levels of substance abuse prevention training. All Units are required to receive Substance Abuse Training annually per the AR 600-85 Training focus is based on needs of the Unit The ARNG-preferred training curriculum for the annual prevention requirement is Strong Choices. Education and Prevention Outreach Activities: Prevention means preventing substance abuse before it happens.

7. 7 The Strong Choices prevention curriculum includes five modules: Being Well, Relating Well, Living Well, Working Well and Leading Well Each module discusses low risk guidelines that can help Soldiers: Maintain Readiness Raise self-awareness Avoid high risk choices that will negatively impact relationships, career and personal life Prevention Education

12. 12 The SAP Team includes the DTC The DTC serves as the installation subject matter expert on urinalysis collection and testing. Urinalysis collection is done in a carefully managed and unpredictable manner. DTC - The Drug Testing Coordinator (DTC) operates and monitors a forensically secure installation/biochemical testing program control point. Ensures that all testing conforms to DA Policy and pertinent regulations and directives. Drug Testing Coordinator (DTC)

13. 13 All Soldiers may self-refer alcohol/other drug use A Soldier may reach a point where their substance abuse is intolerable for: Personal reasons/addiction Family and/or friend issues ARNG/job/performance issues Community-based relationship issues A Soldier may be concerned they will test positive on an urinalysis The SAP is here for all Soldiers to call and self-refer. 14. 14 Referral process ARNG SAP Referral Services Service Members may voluntarily and confidentially self-refer to: Commander SAP Prevention Coordinator NCO or officer in their chain of command Military Chaplain All referrals to ARNG SAP Prevention Coordinator (PC) provide: Soldier Counseling Referrals Guidance and Support Assistance

15. 15 Encourages Soldiers abusing alcohol/other drugs to self-refer Limited Use Policy The Limited Use Policy allows a Soldier to self-refer to CO/SAP if they feel or know they may test positive for a substance in a UA. If they are processed for separation, they will be released with an honorable characterization. If a Soldier tests positive through an alcohol/drug test or by law enforcement, rather than self-referring, they could: Be discharged Experience stress/consequences in family, friendships, relationships, unit and community Lose benefits (education incentives, etc.) Have to repay a bonus

16. 16 Soldiers must meet the following qualifications in order to be covered by the Limited Use Policy. 1.Voluntarily self-refer themselves to their Commander, a military Chaplain, the SAP office or an NCO or officer in their Chain of Command. –Commander will always have knowledge –Soldier maintains confidentiality –Releases must be signed by the Soldier for others to be informed 2.The Soldier must not have knowledge of a pending urinalysis or alcohol test. 3.The Soldier must provide the Commander with the facts and circumstances of drug use. 17. 17 Protected Evidence includes drug test results of a Soldier who self-refers and is tested prior to the drug being eliminated from their body If a Soldier self-refers on Monday after using cocaine on Sunday, and the Commander ordered a 100% test on Tuesday, the test result will be positive because cocaine is detectable for up to 3 days in the body. –This positive test result is considered protected evidence because the Soldier self-referred before having knowledge of a test. If the same Soldier tested positive a week later then that new evidence is NOT protected, because the Soldier must have used cocaine again. Limited Use Policy Example

18. 18 Separation will be initiated for all ARNG Soldiers identified as illegal drug users Unit Commanders will process every ARNG Soldier identified as an illegal drug user for administrative separation. The separation authority will make a final determination on separating or retaining the Soldier If the Soldier qualifies for protection under the Limited Use Policy, the member would be limited to an honorable characterization of service upon separation. 19. 19 Incidents of alcohol related misconduct can lead to processing for separation Soldiers will be processed for separation by Commanders if: The Soldier is involved in 2 serious incidents of alcohol- related misconduct within 12 months The Soldier is convicted of Operating Under the Influence (OUI) twice during their career. Other alcohol related notes: Suspected alcohol use on duty may result in a breathalyzer test for alcohol OUI incidents requires immediate Commander notification and referral to the SAP program to assist in required DEEP process. 20. 20 The SAP team is responsible for facilitating the Unit Risk Inventory (URI) survey and the Reintegration Unit Risk Inventory (R-URI) survey The Unit Risk Inventories (URIs) and the Reintegration-Unit Risk Inventories (R-URIs) are anonymous questionnaires seeking responses on a cross-section of high-risk behaviors and attitudes. URIs and R-URIs provide a picture of a Unit’s self reported high-risk behaviors. All Units are required to participate in the URI annually. The URI and R-URI

21. 21 The SAP team is responsible for facilitating the Unit Risk Inventory survey and the Reintegration Unit Risk Inventory survey. The SAP PC will: Ensure that URIs and R-URIs are administered at the Unit level throughout the State. Providing all Unit-level data and state rollups to the State leadership for their situational awareness. Developing Task Action Plans based on the URI and R-URI data. URI/R-URI Surveys
