project “Support to the Implementation of the Employment and Social Reform Programme in Serbia focusing on Youth Employment and Employability Policies” project is implemented by Social Inclusion and Poverty Reduction Unit and Ministry of Education, Science and Technological Development, with financial support of Swiss Cooperation Office for Serbia a public call was published in November 2015 with the overall objective: to support innovative approaches that contribute to solving the problem of employability and employment of young people ( years) through local partnerships of civil society organizations with the private sector

Criteria of innovation: responding to social needs and puts people/users in the center contributes to the efficient and effective use and preservation of resources improving the daily lives of citizens (target groups) contributing to cooperation and building partnerships between different sectors changing relationships in society between users and service providers, public sector and other actors has a transformational role that reducing or eliminating inequalities in society and empowers and involves citizens as partners and participants in creating solutions.

three models of support: I support for the early development of innovative approaches to employment and employability of young people in order to develop the idea to pilot phase II support for the improvement and piloting / testing of socially innovative models that has already been implemented or are being implemented at the time of the public call, in order to develop and improve through additional testing, monitoring and evaluation III support for the expansion / growth / scaling of innovative models that have measurable results projects duration: 6 months (from February to July 2016), 10 projects supported

Results: in the short term, communities and stakeholders jointly reflected on the ways and solutions to raise the employability and employment of young people; the new partnerships formed at the local level; data on young people collected, but also on the private sector and their opinions and reflections; in some local communities, impact on the creation of youth employment policies was made combined approach - a combination of training and professional / work practice, theoretical training and practical work, with the implementation in the classroom and in the workplace, with mentoring support of experienced entrepreneurs and employers, and one project was awarded a grant to start a business; combined approach increases the probability of a positive outcome in the labor market

Results: inter-sectoral cooperation was established in all projects, both with the private sector, and local public institutions (NES ...), providing a multidisciplinary approach and the complementarity of support measures all projects were based on the inclusion and empowerment of young people - focus groups or interviews in the analysis of needs, but also through the process of evaluation of the program, young people had the opportunity to make recommendations and suggestions for improving the program private sector – included, but there is room to improve cooperation; sustainability – CSOs were contemplated models of long-term sustainability - through integration into local policies and immediate sustainability after project completion, through the continued support of young people and providing the means to replicate; innovation – a number of innovative approaches and solutions, tools and new forms of organization through cooperation between different sectors

Main phase of project (2016 – 2019): within the main phase is planned to further support the chosen projects / models through a new grant scheme, as well as support new projects that will apply development of strategic recommendations based on lessons learned during the implementation of innovative models and services, which will be considered at the strategic level capacity building at national and local level for the absorption of EU funds and other sources for increasing youth employment
