2 Progress/Final Reports

3 Annual Reports Annual reports are required for ALL grants (standard or continuing) This includes: unsolicited, CAREER, MRI, special initiatives, … This includes grants that are beyond their initial active period, i.e., grants that are in a no-cost extension period Annual reports must be submitted via FastLane 90 days PRIOR to anniversary (or by May 1st, whichever is sooner, for continuing grants) Annual reports MUST be submitted in the order in which they are due as they build upon previous report(s)

4 Annual Reports No annual report = no increments, no supplements, no no-cost extensions, no new awards (for PIs or Co-PIs) Be sure to use Research.Gov format — pdf attachments are ok REU supplement during reporting period - make sure to report activity under role of Research Experience for Undergraduates in PARTICIPANT section (this is different than role of undergraduate student)

5 Annual Reports Only report publications that are supported by this grant. Make sure grant is cited (DMR ) Check in WoS to make sure it appears (We do) Report publications since last report Only categories we like to see are published, submitted, under review and accepted I don’t know what other is – do you? ArchiveX is not a juried publication Use full citation (journal, volume, page)

6 Final Reports All grants require a final report
All final reports must be filed using FastLane Final reports are due not later than 90 days after the expiration date of the grant You must use the FastLane format PENALTY!!! You cannot get another grant or a supplement if you or a co-PI have an overdue final report Warning – the grant is over when the final report is approved

7 Annual and Final Reports
Annual and final reports are your official statements to the government regarding your progress and contributions to the field You must be precise and honest Falsification or fabrication is a form of misconduct: The maximum sentence for making a false statement to a federal agency is five years imprisonment and a maximum fine of $250,000

8 IMPORTANT!!!! Late Annual or Final Reports freeze any new awards
New award, CGI, Supplement, … Affects anybody listed as PI/co-PI on grant Guilt by association Unfair – but effective There is absolutely positively definitevely (come hell or high water) NO WAY AROUND THIS I’ve tried Note – reports must be approved – not just submitted Your emergency is not the PO’s problem

9 No Cost Extensions Often progress is slower than planned
Couldn’t find a student, equipment failure, leak in your vacuum system, … You can request a No Cost Extension (NCE) to extend period (not dollars) You can request up to three NCE’s* First NCE is automatic Approved by your university, reviewed by PO Second NCE must be approved by PO Should have a good reason why Third NCE must be approved by DGA Lots of work for PO and requires extraordinary circumstances (lab destroyed by meteor)

10 Warning!!! NSF money expires at the end of the fifth fiscal year after the year of the award, you cannot spend after that 2

11 Rebudgeting PI has extraordinary flexibility to move money between categories (with one exception) as long as the scope and objective of the award is not changed. Exception Participant support costs (section F) Must request NSF approval (through Fastlane) You decide if scope and objectives change If so, request approval through FastLane Don’t ask me to approve minor changes I can’t

Purpose. This Circular sets forth standards for obtaining consistency and uniformity among Federal agencies in the administration of grants to and agreements with institutions of higher education, hospitals, and other non-profit organizations. 2. Authority. Circular A-110 is issued under the authority of 31 U.S.C. 503 (the Chief Financial Officers Act), 31 U.S.C. 1111, 41 U.S.C. 405 (the Office of Federal Procurement Policy Act), Reorganization Plan No. 2 of 1970, and E.O ("Prescribing the Duties of the Office of Management and Budget and the Domestic Policy Council in the Executive Office of the President"). 3. Policy. Except as provided herein, the standards set forth in this Circular are applicable to all Federal agencies. If any statute specifically prescribes policies or specific requirements that differ from the standards provided herein, the provisions of the statute shall govern. The provisions of the sections of this Circular shall be applied by Federal agencies to recipients. Recipients shall apply the provisions of this Circular to subrecipients performing substantive work under grants and agreements that are passed through or awarded by the primary recipient, if such subrecipients are organizations described in paragraph 1.

a brief (1-page) bio to your program director Be sure to include your contact information Indicate your areas of expertise This will get you an expense-paid trip to visit your program director

16 Questions It’s always better to ask before you submit a proposal than after you get the reviews Remember, we’re from the government, and we’re here to help
