1 The Basic IR licence was introduced in NPA 2016-14
Action area: General aviation Affected rules: Commission Regulation (EU) No 1178/2011; Decision No 2011/016/R (PART-FCL) Affected stakeholders: GA community; GA pilots; instructors; examiners; training organizations

2 EASA Rulemaking process
Terms of reference – NPA was published No CRD at the present time Proposal to Commision Q4 2017 Adoption by Comission Q2 2018

3 Goal: improve access for GA pilots towards an Instrumental Rating
NPA Goal: improve access for GA pilots towards an Instrumental Rating New Basic IR qualification si introduced Key principles: Competency-based training Flexible training Lower costs Usage only for non-high performance Aircraft

4 Privilleges same as CB-IR with certain limitations :
Basic IR limitations Privilleges same as CB-IR with certain limitations : the BIR holders will be restricted to 200 ft above the published minima on an approach procedure, down to a maximum of 500 ft above ground level (AGL) for a 3D approach, or 600 ft AGL for a 2D approach. departure minima of m visibility and a cloud base of not less than 600 ft the BIR will only be used for single-pilot, non-high-performance aircraft

5 Basic IR training Modules:
Module 1: Pre-flight operations and general handling Module 2: Departure, precision (3D) approach procedures and non-precision (2D) approach procedures; Module 3: En-route IFR procedures – can be provided outside ATO Module 4: Optional flight with one engine inoperative (multi-engine aeroplanes only).

6 The theory is „tailored“ to focus on areas where sklil are lower
Basic IR training The theory is „tailored“ to focus on areas where sklil are lower The practical training has set: objective, skill, knowledge a attitude There is NO minimal flying hours requirement ! The training is competency based and fully in responsibility of ATO to set appropriate hours of theoretical and practical training

7

8 Training is not ICAO compliant
Issues with NPA Training is not ICAO compliant NPA doesn´t set rules for theoretical testing – issues with ECQB Theoretical knowledge syllabus is not based on NPA EIR qualification to be removed Greater responsibility for ATO

9 Thank you More information EASA NPAs
