FTA Funding sources for DRPT Six Year Improvement Program Mass Transit Trust Fund Mass Transit Capital Fund Federal Funding, both DRPT and grantees’ funding FY 12, DRPT managed a capital program of $379M with a staff of five Program Administrators. Grantees have no idea from year to year what our funding or our state match will be. MTTF must be distributed in equal portions according to state code. Regardless of the relative importance of projects, it’s a yes or no answer, and all the yeses receive their equal portion of the pie. MTCF is bond funds, which must fund assets (no debt, no leases), and is capped at 80% of the non federal share. We receive some federal funding as a direct recipient and the grantees bring their federal funding to the table. Because of this mishmash of funding, our state match for capital fluctuated wildly, putting our grantees in a difficult position when doing their own budgeting with their local stakeholders.

FTA Goals of Asset Management System: A quick, equitable and systematic method of assessing the applications for our limited grant resources A realistic method of calculating capital needs over a 20 year planning horizon A method for scoring applications based on several criteria, such as public benefit model, compliance with planning requirements, etc. In order to progress in transparency, we were looking for a method of evaluating grants that would be publicly defensible and easily presented and understood. 5
