2 Conclusion: We are on our way and we keep going forward.
Även om vi ännu inte nått målet kan vi ändå stolt konstatera att det har hänt och händer en hel del: Hundratals regler har förenklats. Flera av de åtgärder som näringslivet sedan lång tid tillbaka i flera år har pekat ut, utan att det hänt något har under denna korta period genomförts. Vi har en väl fungerande struktur och process. Vi har stått för ett trendbrott i svensk regelgivningshistoria och för första gången minskat de administrativa kostnaderna för Sveriges företag.  Vi är på god väg att göra vardagen enklare för företagen. Och fortsätter framåt med oförminskad kraft. 2

Simplification proposals Only once principle Programme on local and regional level Better impact assessments Try to focus on things that create irritation among businesses! 25 percent reduction of administrative burdens 2012 This is a target we still have from the old smart regulation program. We have reach a reduction of 7 percent Important to point out some reasons to why we have only reach this far: Sweden has chosen a very ambitious target. It include almost all regulation that affect businesses and it is a net target that is being followed up by ex-post measurements. Simplification proposals Will set up a committee of inquiry that will look specifically at proposals from the business sector and give suggestions on simplifications Only once principle Work in progress to have a similar system like Norway, We have had problems the legislation but think new technology can help us! Programme on local and regional level This is where the business meets most interaction with authorities! Have started up two four year programmes aiming at facilitating on local and regional level! Indicators are being developed! Better impact assessments So essential to get it right in the first place! Swedish Agency for Regional and Economic Growth have developed tool to help calculate administrative burdens Swedish Growth Analysis are currently looking at models of how to calculate other regulatory burdens. Indicators are being developed to follow progress!

5 one way in In order to facilitate for businesses a website has been developed by three Swedish government agencies, the Companies Registration Office, the Tax Office and the Agency for Regional and Economic Growth. On the website it is possible to find all kinds of information that is useful when considering to start a business, when starting-, running-, developing- and also closing down a business. Swedish citizens (with a Swedish identification number) are today able to use electronic tools directly on the website (such as register a company or give or change information regarding taxes). Hopefully there will soon (maybe even later this year) also be able for people without a Swedish identification number to log in and to use the electronic tools on the website. Until this is possible there is instead information regarding what permits that is required, there is also possible to find information regarding forms that needs to be filled out and contact information to the relevant Swedish government agencies. On this website the electronic contact point for the Service Directive can also be found. This is an illustration of the website when choosing ”starting”, similar WebPages can be found for the other four categories (considering, running, developing and closing down) To give an example on how it works: If you are for example a German citizen and plan to start a restaurant in Sweden you would on the website be able to find: information and forms for register your company find information and forms on what permits that are required as well as contact details to relevant government agencies find information and contact details to advisors (for example for: starting up a business, marketing and financing) in different counties. find information in English regarding the Swedish taxes and regulation for employment If for some strange reason the restaurant would not be a success or if the snowy winters are not as nice as the south of Germany there is also possible to: find information on how to close down the business
