4 Background Since 2003, Utrecht University (UU) is committed to open access. In 2005 the UU signed the Berlin Declaration. The University Library started with publishing services in 2003, under the name: Igitur, Utrecht Publishing & Archiving Services. Igitur offered OJS hosting for Gold OA journals, printing and storing dissertations and the UU repository (since 2005). All services aimed at pushing open access forward. In high days Igitur hosted over 25 open access journals. And then… you must conclude that you are a publisher…

Institutional publishing is on the rise again …But the UU didn't want to establish a new University Press… We wanted to do it differently: In 2015: start with the Uopen Journals Incubator

Connection with the Utrecht University academic community. Use of Creative Commons Licences (default CC-BY). Period of maximum 6 years.

What is your current budget? How can it be increased? Self publishing asks for budget (e.g. platform, manhhours) and publishers ask for entrance fee Independent Willing to transfer some degree of independence (in exchange for convenfience or increase in reputation through a publisher’s flag. Findable, Accessible, Interoperable, and Reusable (FAIR) Open Access principes Ambiton (level) How high is the bar? Is the ambition, for example, a (high) impact factor or attracting as many visitors as possible? Feasibility? Available paid manpower or, more preferably, outsourcing? Business Model APC-model an option? Alternative business-model? Knowledge of the market and your target group?

Knowledge Unlatched: libraries “pledge” for collection of journals (just presented) to be published in open access. At certain treshold selection will be released. Libraries pay for open access, not for purchase.
