1 7 August 2014 APEC CTI SCSC SOM-3 ICT Global Energy Efficiency Convergence Forum and Workshop Update Erica Logan, ITI (United States) Sponsoring Economies: United States, China, New Zealand, Chinese Taipei

2 The International Electrotechnical Commission (IEC) 62623 Standard
A test method for measuring the energy consumption of personal computers – Desktops, Notebooks, Tablets and Integrated Desktops (All-in-ones) Internationally recognized and utilized Updated regularly to maintain relevance Developed with APEC economy engagement – Australia; Canada; People’s Republic China; Japan; Republic Korea; Singapore, and USA voted to approve. Mexico; New Zealand and Russia were observer economies, and indicated approval (Russia) or abstention (Mexico; New Zealand)

3 IEC 62623 APEC Member Economy Survey
Is your economy regulating for Personal Computer (PC) energy efficiency (EE)? If yes, is the program voluntary or mandatory? In your PC energy efficiency regulation, will you require that compliance testing be performed according to IEC standard, or your national standard harmonized with IEC 62623? If No, please explain the reasons for having a different test methodology. Please indicate if EE representatives from your economy would be willing to participate in the development of a pilot to examine implementation of the IECEE E3 program for PC Energy Efficiency data.

4 Economies Regulating PC Energy Efficiency

5 Voluntary vs. Mandatory

6 Utilization of IEC 62623

7 Reasons for Not Yet Using IEC 62623
National regulation was established before IEC was put in place. No national requirement to measure energy consumption of PCs. No national requirement to use a TEC metric. Some only measure standby or sleep power; some use IEC for stand-by power. Some commented that they would be willing to consider use of IEC in the future.

8 IECEE E3 Program Pilot We already have 10 willing volunteers from 8 economies!

9 Thank You Project Overseers
