3 The PHA Plan 5-Year and Annual Plan created by Congress in the PHRA
5-Year Plan = long term mission & goals Annual Plan = policies and grant activities for the coming year Required of Public Housing Agencies that receive HUD PH and/or Sec 8 Voucher grants Residents comment through Resident Advisory Boards (RAB)

4 Purpose of the PHA Plan Created by Congress to be:
A comprehensive guide to PHA programs, operations, and strategies for meeting local needs A mechanism for local accountability A PHA planning document A streamlined submission of program information to HUD

5 Roles & Responsibilities: PHAs
Content & Submission: Develop a PHA Plan that meets all requirements Submit to HUD 75 days before its fiscal year begins Resident consultation: Form a RAB & provide adequate resources Establish timelines & procedures to facilitate active RAB involvement Consider RAB comments on the Plan Include RAB comments & describe what the PHA did regarding the comments in the final PHA Plan

Public Process: Hold a public hearing prior to submission Location must be convenient for residents 45 days before, publish a notice stating: the hearing date that the Plan & supporting documents are available for review Ensure consistency with State or local Consolidated Plan

Compliance with the plan: PHAs may change any part of the PHA Plan or its policies during the year; must update information on display to reflect the change “Significant amendments,” must be submitted to HUD after full RAB and public processes Each PHA defines “significant amendment” in the PHA Plan

Has 75 days to review the PHA Plan for: Completeness Consistency with other information--including the Consolidated Plan Compliance with the law Ensures that PHAs meet regulations all year Makes approved plans available on the web

9 What is the format of the PHA Plan?
HUD requires PHAs to prepare & display: A PHA Plan “template,” attachments and the certifications that are reviewed by HUD “Supporting Documents” are not part of or submitted to HUD with the Plan, but are on display with the Template

Required by HUD Question & answer format Focus is on PHA discretionary policies and programs

12 Supporting Documents “Library” of PHA policies and performance information, including: basic operating policies & information governing rents, occupancy, admissions, etc. grant and program performance reports & audits special applications to HUD (demo/dispo, homeownership, conversions) Must be available with the template at all times

Streamlined plans for high performers, small PHAs & section 8 only: PHAs don’t fill out every element of the template, but must make supporting documents available and fulfill program requirements Special Plans & review for PH Troubled Agencies More information included in the Plan sent to HUD; review can take longer than 75 days

Plan must be approved unless HUD determines and informs the PHA that the Plan is: Incomplete; Inconsistent with known information; Not in compliance with Federal law ** Plan automatically approved in 75 days if not disapproved

HUD Goal: Increase the availability of decent, safe, and affordable housing. PHA Goal: Expand the supply of assisted housing Objectives: Acquire or build units or developments (10 replacement PH units) Apply for rental vouchers: (50 new vouchers)
