2 Reinforce current SHI Sub Committee as the highest authority of SHI
All residents have access to essential health care Increase SHI coverage, ensure the SHI Fund Stability Increase SHI contribution for category II and IV, Gradually expand the SHI benefit package and reduce the OOP expenses Introduce smart card registration system, could be accepted for all level of hospitals Reinforce current SHI Sub Committee as the highest authority of SHI Develop SHI organization as active purchaser of the health care service

SHI Coverage of Herders ? SHI contribution of non-nationals? Increase current level of Diagnostic service and check up testing to MNT /Free Diagnostic services and check up testing tariff is ready to renovate by the MOH as 56,000 MNT each case+80,000 MMT for bonus once in a year/ .

All children enjoy income security through transfers in cash or kind  access to nutrition, education and care Child Money Programme coverage is 99,6 % Generally agree the gaps findings: Required supporting documents violation of CMP ( to loss birth certification and parents ID) is the main complication issue in rural area. /State Registration Authority, and Database of Social Welfare General Office/ Carry out an assessment of the programme impact is needed, to ensure that it does contribute to poverty reduction. Increase the level of CMP allowance to MNT 40,000 children aged 0-5 /Food coupon and Health care book/ Index the CMP benefit to inflation rate for all children. / consider the other benefits to be allotted for one household, to prevent people being inactive manner/

5 All children enjoy income security through transfers in cash or kind  access to nutrition, education and care SI Survivor pension SI: missed replacement rate – 1 child 50 % of dependents wage, 2 children 75 %,3 and more children 100 % , current average benefit is 173,000 MNT (88% of average salary) SW Fund also provided survivor pension for103, ,800 MNT per month Single mother benefit by SW scheme /97/- review the qualification criteria

Recommendation 1: The Government Action plan (150.3) has noticed: “ Introduce specific pension fund and programmes dedicated to the herders, self-employed and informal sector workers” MPDSP is seeking sufficient ways to ensure Herders and Self-employed workers social protection . Recommendation 2: SI policies /contracts / for herders and self-employed is already modified to their specific needs /by semi year and quarterly/ but still having low coverage Directions to the efficient technology solutions for cumulating of contribution payment from the herders and self-employed has been given by Minister to the SIGO

Recommendation 5: “ Training, Awareness and Communication ” Unit newly established near the SIGO Administration Department However, already spent as of 1% of SIGO annual administration cost in 2013 and need to increase forward Recommendation 6: SIGO need to collaborate its activities to the General Taxation Office in order to alleviate an evasion of SI contribution payment.

Recommendation 8 and 9 Unemployment contribution rate is decreased from 0.5% to 0.2% in 2012 We need in-depth studies if we want increase the UE Insurance benefit level .

Recommendation 10 There is possible to promote programmes related to Prevention of working injuries and Occupational Safety and Health (OSH). New OSH programme “Blue Card” initiated by joint MPDSP and Ministry of Defense which aims to decrease working injuries, spent mln MNT in 2013 Recommendation 11 There are 3 sources of funding for Disability pensions (under the SI Pension Fund, Military pension or State budget and SI Working injury Fund ) As of 85% of the disabilities are receiving fully and partially pension benefit Initiate reasonable policy options to promote rehabilitation activities rather than modifying current Disability pension benefit formula

10 ELDERLY Recommendation 1: Recommendation 2:
The Government Action plan (150.3) has noticed: “ Introduce specific pension fund and programmes dedicated to the herders, self-employed and informal sector workers” MPDSP is seeking sufficient ways to ensure Herders and Self-employed workers social protection . Recommendation 2: According to the Government Action plan (150.1) –Pension Reform- joint Working Group on Pension reform established in November 2013, consist of MOF, MPDSP and Ministry of Economic Development. WG is preparing to discuss to modify pension parameters such as SI contribution rates, pension formula and retirement age based on long term predictions and actuary studies.

11 ELDERLY Recommendation 2:
Pension benefit indexation is entitled by law on “ The Procedures for Applying to the Social Insurance laws ” March says that the pension benefits shall be indexed by the Government Resolution according to CPI and wage adjustments which based on proposals of the National Statistic Office and Social Insurance National Committee. Since, the Government is preparing to apply the its first SPI index based pension adjustment in 2014.
