2. Payment: Payments by government
The legal text of the WTO deals very specifically with payments by governments in relation to crop insurance schemes and for relief from natural disasters. It specifically prescribes the following:
Payment
Payments only to arise after recognition by government authorities that a natural or like disaster has occurred;
Payments following the disaster shall only apply in respect of losses of income; and
Payments not to exceed the total cost of replacing such losses and should not specify future production.

3. Producer Support Estimates as % of gross farm receipts, 2014 and 2015
The Producer Support Estimate (PSE) is an indicator of the annual monetary value of gross transfers from consumers and taxpayers to support agricultural producers, measured at farm gate level, arising from policy measures, regardless of their nature, objectives or impacts on farm production or income.
