3 New Council Development
Use your diocesan listing to research and develop new council sites during July and August Rule of Thumb: Take your quota and find double the amount of sites Contact the parish priests to get permission Use your State Chaplain or other area Chaplains to help promote the new council concept to the pastor Report your targeted parishes to Supreme by See Appendix A in your workbooks for the report Membership Growth will send NCD Kits to the contacts you supply

4 New Council Development
Once permission is granted and the kit has been received, use the 7 week guideline to establish the council.

5 New Council Development
Once the new council is ready to be processed please make sure the following is completed:: Form 136 (Notice of Institution) is filled out All Form 100s (including transfers) have the applicant’s and Grand Knight’s signature If officers are not chosen the District Deputy’s signature will be accepted. Once completed and sent the council will be assigned a new council number. Please all forms to or mail to the Supreme Office attention New Council Development.

Once council is assigned a number:: Council Outfit Kit will be sent to acting Grand Knight. Form 137 (Application for Charter) must be filled out within 45 days of institution of the council A letter of approval from the Bishop is needed if naming after a deceased priest or individual Fill out the Form 185 and 365 within 45 days of institution of the council Fill out the Financial Secretary Forms 101 and 103 3rd Degree requirement is waived for a new council

ROUND TABLES

8 Round Tables Round Tables are extensions of councils to provide service to a mission, small parish, or a sister parish of a council who serves more than one parish Round Tables can become councils Average of 25% of new councils come from Round Tables Round Tables bring in on average of 3 plus new members per year RT RT RT COUNCIL

11 Warning Signs for a Council With Problems:
No one willing to take office. ( No Leadership) Low attendance at meetings. (No Quorum) No new members being recruited.

12 Warning Signs for a Council With Problems:
No recruitment programs being scheduled. Very little or no programs being conducted. Indifference amongst the council members.

13 Warning Signs for a Council With Problems:
No support for the parish(es) or the pastor(s). Using the council dues for other expenses prior to paying supreme and state per capita.

14 Billing Procedure Council are billed twice a year every January and July. This includes Per Capita, Catholic Advertising and Culture of Life assessments. Supplies are charged when ordered. If Councils have not paid by March 1 or September 1 and owe $50 or more they become pending suspension.

15 Notification Financial summary statement goes out monthly to:
State Deputy State Council Retention Chairman State Council Reactivation Chairman District Deputy report reflects the financial statement of each of his councils. Financial Secretary receives a monthly statement reflecting financial and membership status. Grand Knight receives a summary statement.

16 Retention Councils GK and FS receive personalized notices reminding them of their per capita bills each billing cycle. A Second notice is sent to their DD, highlighting the councils pending suspension in his District. Final notice is then sent again to DD.

17 Suspension of Councils
Councils that do not pay their bills by April 10 or October 10 are then suspended. If at any time after that a council pays its arrears it is no longer suspended – it goes from suspended back to active. If a council remains suspended for an extended period of time (greater than one year), it becomes eligible for the Council Reactivation Program.

18 Reactivation What is reactivation? Reactivation is when a council:
Applies to have its past dues forgiven by the Supreme Council Fulfills the requirements of the program, and as a result ceases to be suspended. Again – this requires that the council fulfills all the steps in the Reactivation Guidelines. However, if a council is able to pay its past dues, it can pay and become active.

19 Reactivation Steps 1. Meet with the Pastor of council’s home parish
Address any concerns he may have Stress the positive aspects of having a council Manpower and support for parish Spiritual enrichment for men Helps men be better fathers and husbands Strengthening of the community through council activities Obtain the Pastor’s consent for reactivating the council. If the Pastor is not supportive, consider moving the council to a different location.

20 Reactivation Steps Notify State Deputy
District Deputy fills out “Notice of intent to Reactivate a Suspended Council” and sends a copy to you for your approval. Conduct membership drive and informational meeting to find new prospects in the parish. Hold an election of council officers and fill out Form 185. Have the new Grand Knight appoint a Financial Secretary for the council (Forms FS-101 and FS-103).

21 Reactivation Steps Have the reactivated council complete Form 365.
Send in all paperwork along with a letter from yourself to the Membership Growth Department asking for forgiveness of the council’s past dues. Review the roster of the council Contact members to see if they are interested in remaining members and would help in reactivating the council.
