1 The Power of Energy Efficiency
October 12th, 2016 Alfred Ripley North Carolina Justice Center (919)

2 The Power of Energy Efficiency
Why does EE matter? Direct and indirect benefits. What are the opportunities; Federal, State, Local? How we can make EE more available to low income communities?

3 The Power of Energy Efficiency
Approximately 16.4 percent of all residents, or nearly 1.6 million people, had incomes last year below the federal poverty threshold of $24,300 a year for a family of four. North Carolina’s poverty rate is now the 12th highest in the country. American Community Survey 2015

4 The Power of Energy Efficiency
In 2015, approximately 3.65 million North Carolinians were “low-income” (or earned incomes below 200 percent of the federal poverty level). That equates to 37.3 percent of the state population. American Community Survey 2015

5 The Power of Energy Efficiency
In 2014, an estimated 1,427,486 North Carolina households faced unaffordable energy bills, an increase of 40,829 families when compared to 2013, when an estimated 1,386,657 households experienced unaffordable home energy burdens. “The Home Energy Affordability Gap 2014”, (2nd Series), April 2015 Fisher, sheehan and Colton, Public Finance and general Economics; Belmont, MA.

Challenges and opportunities: Upfront cost to EE program participation Older Multifamily Housing Landlord / tenant – split incentives Manufactured Housing Old housing stock Renewables Clean Power Plan (CPP) – Clean Energy Incentive Program (CEIP)

14 The Power of Energy Efficiency
Conclusions: EE is a powerful resource and tool The benefits of EE are direct and indirect for low income communities More needs to be done to make the benefits of EE and renewables available to low income communities Need to advocate for the CEIP and other federal, state and local programs
