Post Cabinetisation when equipment installed in Cabinet: Copper required to deliver POTS service for next 2 to 5 years Customer loses access to end users off cabinet from exchange Cabinet copper feeder cable no longer covered by Determination Six monthly cabinetisation notice advises Customers of cabinet installations Customer’s equipment Functionally equivalent to Telecom DSLAM and PSTN switch, provides multiple customer broadband connections for access the internet and aggregates them over a single high-speed backhaul line Customer’s Handover Point (HDP) Block on MDF where jumpers run from cable network to tie cables which run to Customer DSLAM Post Cabinetisation when equipment installed in Cabinet: Customer loses access to end users of cabinet from exchange as the cabinet becomes the Loop Wire Centre (LWC) and the unbundled copper terminates at cabinet. Leaving the cabinet copper feeder cable outside of the UCLL determination The cabinet copper feeder cable is often abandoned when fibre feed commissioned however where available could be offered on commercial terms Six monthly cabinetisation notice advises Customers of cabinet installations next release due 7th May 2009

3 Sub-Loop Extension Service (SLES) will maintain the copper link to the exchange
Chorus recognised need and in consultation with the Industry and Telecom Business Units SLES was developed: Provides connection to cabinet and hence to end users off cabinet from exchange using copper feeder cable as long as cabinet copper feeder cable exists and has capacity Exchange based ADSL services degraded by equipment in cabinet Commitment to our customers is to deliver SLES December 2008 Chorus recognised the need of the industry and Telecom Business Units and at the TCF SLU Working Party in consultation with interested parties SLES was developed SLES provides connection to cabinet and hence to end users off cabinet from exchange using copper feeder cable where available While SLES can be used to deliver any service the IMP will still apply and exchange based ADSL services degraded by equipment in cabinet SLES is only available as long as cabinet copper feeder cable exists and has cable capacity Chorus will give 12 months notice of withdrawal if possible however major faults may mean the cabinet copper feeder cable may be abandoned. Delivery is early 2009 following a trial in December 2008 mainly because of complex changes required to the OSS to support recording and billing of multiple services to multiple customers all on one pair. Chorus also needs to develop order, provisioning and billing processes. The Interference Management Plan will always apply so exchange based ADSL services will be degraded by ADSL equipment in cabinet

4 SLES can be used to provide a variety of products and services
POTS POTS and UBA Customer can use SLES to provide a variety of products and services : POTS simply connects Sub-loop to SLES and maintains connectivity that matches UCLL MPF, however the IMP and the resultant impact on ADSL services by the cabinet based equipment may impact of performance of exchange to end user link. Alternatively the Customer could purchase BUBA service from Wholesale and combine with their POTS service from exchange based equipment. A similar arrangement could be made with another Customer who has cabinet based equipment to provide the ADSL service.

5 What are features of Sub-Loop Extension Service (SLES)
SLES + Sub-loop MPF has advantages over previously available UCLL MPF Provision of service to end users available from cabinet and exchange, Enables continuation of high margin voice services without need for new equipment in cabinet Provides more choices with cabinetisation SLES + UBA once available will enable Customer to build installed base in cabinet, Combine high margin POTS from exchange and higher performance ADSL from cabinet. Chorus Service Agreement (CSA) providing commercial terms completed with SLES service description, special terms and operations manual as an attachment SLES must be purchased in conjunction with a sub-loop MPF, although the Sub-loop MPF could be purchased by another service provider broadband

6 Sub-Loop Extension Service available on commercial terms
SLES enables Access Seeker to maintain service to end users from exchange, in most cases, once cabinet installed Chorus Service Agreement (CSA) provides commercial terms with service description and operations manual as attachment SLES pricing is commercial and will be discussed with customers Trial commences December 2008 Chorus Service Agreement (CSA) providing commercial terms completed with SLES service description, special terms and operations manual as an attachment SLES must be purchased in conjunction with a sub-loop MPF, although the Sub-loop MPF could be purchased by another service provider broadband
