The Penalty Kick

2. Objectives
At the end of this lesson the student will do the following 3 things:
state when a penalty kick should be awarded
list the elements necessary for a correctly taken penalty kick
given a list of infringements during a PK, list the appropriate restart for each

3. WHEN TO AWARD
A penalty kick is awarded if a player commits a direct free kick offence inside their penalty area or off the field as part of play as outlined in Laws 12 and 13.
(a penalty kick is awarded for an offence by a defender off the field of play with the ball in play if the nearest point to the offence is inside their own penalty area)

4. BEFORE KICK IS TAKEN 2. Get ball into your possession
1. Clear penalty area of all but keeper and kicker (all other players must be behind penalty mark)
2. Get ball into your possession

6. REQUIREMENTS OF KICKER
Identified kicker must take kick
If not, IFK to opponents
Kick must be taken from the mark
Ball must be kicked forward
Kicker may feign a kick
must not unnecessarily delay the kick
must not change direction excessively
Must not distract keeper
Must not “double touch” the ball

7. REQUIREMENTS OF KEEPER
Must be on goal line, between posts, facing field of play
May not move forward from the goal line until kick (may move laterally or side to side)
Must not distract the kicker
Must not engage in Unsporting Behavior

8. REQUIREMENTS OF OTHER PLAYERS
Must be on the field of play
Must be outside of penalty area
Must be outside of penalty arc
Must be behind penalty mark
Must not encroach
Must not distract the opponent

14. 14.3 - When Penalty Kick Completed
The penalty kick is completed:
when the ball stops moving, goes out of play or
the referee stops play for any infringement of the Laws.

15. LAW ANALYSIS
The referee does not signal for a penalty kick to be taken until the players have taken up position in accordance with the Law.
If the referee gives the signal… and before the ball is in play, an infringement occurs, the referee allows the kick to proceed.

if the kick is missed or saved, the kick is retaken and both players cautioned
if the kick scored, the goal is disallowed, the kicker is cautioned and play restarts with an indirect free kick to the defending team

Explanation
Clarifies the outcome when both the goalkeeper and kicker offend at the same time, which is rare as usually one will have clearly been the first to offend. There are different outcomes because:
• if the kick is missed/saved (because of the goalkeeper’s offence) both players have committed a cautionable (YC) offence
if a goal is scored the goalkeeper has not committed a cautionable (YC) offence but the kicker’s offence is cautionable (YC) as it is ‘more serious’ (see Law 5) and is therefore penalised.

37. EXTENDING TIME
Additional time is allowed for a penalty kick to be taken at the end of each half or at the end of periods of extra time.
When additional time is allowed, the penalty kick is completed when, after the kick has been taken, the ball stops moving, goes out of play, is played by any player (including the kicker) other than the defending goalkeeper, or the referee stops play for an offence by the kicker or the kicker’s team.
If a defending team player (including the goalkeeper) commits an offence & the penalty is missed/saved, the penalty is retaken.

38. Interference with a penalty kick
Additional text The ball is touched by an outside agent as it moves forward: • the kick is retaken unless the ball is going into the goal and the interference does not prevent the goalkeeper or a defending player playing the ball, in which case the goal is awarded if the ball enters the goal (even if contact was made with the ball) unless the ball enters the opponents’ goal. Explanation Clarifies what should happen if there is interference with a ball going into the goal at a penalty kick.

39. Kicks from the Penalty Mark
A method of determining a winner of a match where competition rules require a winner after the match is drawn.
Not a part of the match.
Referee chooses goal at which kicks will be taken
Coin toss winner kicks 1st or 2nd
Only players on field at end may kick

40. Kicks from the Penalty Mark
When a team finishes the match with a greater number of players than their opponents, they shall reduce their numbers to equate with that of their opponents and inform the referee of the name and number of each player excluded. The team captain has this responsibility.

41. Kicks from the Penalty Mark
Before the start of kicks from the penalty mark the referee shall ensure that only an equal number of players from each team remain within the center circle and they shall take the kicks.
