1 Commissioning at NYP Joseph Lorino, PE, LEED Vice President
Facilities Management East May 2,2016 Thank you to moderator.

2 The Commissioning Process….
Definitions The Commissioning Process…. “A quality focused process for enhancing the delivery of a project. The process focuses upon verifying and documenting that the facility and all of its systems and assemblies are planned, designed, installed, tested, operated and maintained to meet the Owner’s Project Requirements (OPR). -ASHRAE Guideline What do you think the commissioning is?

3 Why Commission? Evolving complexity of building control systems
Modern ventilation, lighting and comfort systems are energy intensive Construction deficiencies at outset in most buildings Need for independent & objective peer review Operations & Maintenance (O&M) staff unprepared to operate complicated buildings efficiently Frequent user complaints Long term operating costs – utility costs & maintenance higher than expected Evan: SBS Commissioning experience confirms similar

4 Benefits of Commissioning
Improved system & equipment function Increased occupant & owner satisfaction Lower utility bills through energy savings Significant extension of equipment/systems life-cycle Improved building occupant productivity

5 The NYP Program Why? Design review sessions Utility capacities
Unplanned shutdowns Construction deficiencies High cost of repair Inaccessibility Adjacencies to patients DOH Pre-Occupancy Inspections Mandates after construction Impact to patient care

6 Facilities Operations
Bridging the Gap… Cx Design & Construction Facilities Operations Project Patient Care

7 Selected Commissioning Agents…
Columbia Presbyterian Site Colliers International (formally SBS) – East of Fort Washington Ave. Horizon Engineering Associates – West of Fort Washington Ave. Weill Cornell, Westchester & Lower Manhattan Sites NORESCO (formally Dometech) – Assigned by Location Eneractive Solutions – Assigned by Location Allen Hospital Horizon Engineering Associates

8 Project Table of Organization
NYP Design Group A/E PM Cx Agent Facilities Operations

9 Typical Commissioned Systems
HVAC Fire smoke dampers Electrical Lighting Plumbing Pneumatic tube Medical gas Nurse call Fire alarm Security Fire protection Vertical transportation Fire Stopping

10 Non-traditional Commissioning
Beyond ASHRAE Guideline 0… Assist in DOH Pre-occupancy inspections Barcode assets Develop equipment PM program Assist A/E pre-existing conditions survey Inspect rated wall penetrations & firestopping Phasing coordination Decanting of space

16 Additional Design Issues
Design does not meet NYP Standards Incomplete existing conditions survey Interview Facilities Ops Staff about existing systems BMS SOO not included in design stage Improper gauge (temperature & pressure) locations Facilities Ops requests not incorporated in design stage Designs should minimize shutdowns during construction

17 Additional Design Issues
Design team new members not familiar with NYP Standards New equipment not compatible with existing Volume dampers no shown on drawings Rebalancing new with existing system Lack of isolation valves for proper maintenance

18 Design Team – Roles & Responsibilities
Participate & assist in the OPR documentation process Document that the Basis of Design meets the OPR Include the Cx process in CDs Respond to the Cx Team’s review comments in a timely fashion: Design Submittal & Shop Drawings Issues & Deficiencies TAB review Specify & verify that systems are adequately detailed in CDs and meet NYP standards for O&M

19 Design Team – Roles & Responsibilities
Participate in initial training by presenting BoD Participate in other training Review test procedures submitted by CxA & contractors Review & comment on the CxA issues and deficiencies log Review & accept final systems testing Review & comment on the Final Cx Report Based on successful testing, recommend final acceptance of systems to the Owner.
