Presented by Bill Jennings February 13, 2009 Location: Boeing B270A.1, RM 108A Networking/Lunch: 11:00 a.m. Presentation: 11:30 a.m. - 12:30 p.m. Abstract: It is widely recognized throughout Industry that unsuccessful programs have several common elements. Recent GAO investigations have found that many programs experience both cost and schedule overruns due to 1) bypassing steps in the knowledge creation process, defined within the DoD 5000 Acquisition Policy, as these programs move across the product life cycle and 2) pursuit of revolutionary advances in capability versus evolutionary, incremental advances. While undesirable, programs continue to take on significant risk by not ensuring that the key knowledge components are captured. Often times this occurs simply because adequate resources are not available to perform the necessary tasks. However, the more likely rationale is that there are many misconceptions that lead a program to believe that the tasks being performed are adequate when in fact they are not. The latest revision to the DoD Acquisition Policy is most recent revision that attempts to create a competitive, prototype driven approach to ensure that the acquisition policies are followed. Biography: Bill is a senior study lead and analyst in all Operations Analysis (OA) and System Engineering (SE) technical disciplines. His career in Operations Analysis has focused on developing the skills needed to perform requirements development and validation analyses in an integrated manner with the product-design engineering disciplines, a widely understood industry challenge. He has recognized the ongoing need to define the types of questions that must be answered and decisions that need to be made as programs mature through their life cycle. He is currently leading a team that is responsible for defining the Program Milestone Activities as part of the Systems Engineering contribution to the IDS 10X Initiative and to meet the needs of the DoD guidance.
