18 Digital inclusion is “a phenomenon whereby marginalised people, in this case disabled people, are able to access and meaningfully participate in the same learning, employment, social and citizenship activities as other, through access to and use of digital technologies”. (Seale et al., 2010, p. 445)

(2010) developed a conceptual framework to explore digital inclusion of students with disabilities in higher education, that I see applicable to any other environment as it takes into consideration these two strands. I also parallels complexity of disability with personal and contextual factors
