2 Research Empowerment The personal and collective capability and responsibility of all Tusla staff to ask basic research questions as an established component of their professional practice. All Tusla staff working within and contributing to such a culture see research as an activity which empowers themselves, empowers their colleagues and empowers all those they practice with leading to a cycle of reflection and knowledge creation.

4 FIVE PARALLEL PHASES OF DEVELOPMENT
PHASE ONE : available via TUSLA’s website went live in October 2016 and makes available a range of existing free resources including databases, electronic journals, links to organizations and a number of information management tools. PHASE TWO: which we are currently progressing will initially provide access for TUSLA staff to a number of electronic subject based databases and some e-journals, relevant to the information needs of TUSLA staff PHASE THREE: will involve purchase of electronic access to the current full text of a list of eighteen e-journals, the relevancy of which has previously been established via survey of staff. 4. PHASE FOUR: intends to provide a fully functional electronic research application process, research register and knowledge sharing database for use by TUSLA staff 5. PHASE FIVE: in collaboration with Workforce Learning and Development will develop an e-learning environment which evaluates and makes use of existing freely available resources as well as ones specifically designed and commissioned.
