1 DO NOW! POP UP! According to “An Appeal to Congress on Women’s Suffrage:”
What is the meaning of the word suffrage? Who in America are considered to be a part of an ethnic group? In 1917 why did Catt exclude from her appeal immigrants and those living in the slums the right to vote in her appeal to Congress? What population should petition to Congress today for the right to vote?
