1 Integration of Mobile GIS Technologies in the West Virginia Department of Environmental Protection Bond Forfeiture Program Sarah Clapham and Yueming Wu Technical Applications & GIS Unit West Virginia Department of Environmental Protection West Virginia GIS Conference 2008 June 11, 2008

2 Overview Bond Forfeiture Program Water Quality Monitoring
Mobile GIS Solution Enterprise GIS Development West Virginia GIS Conference 2008 June 11, 2008

3 Bond Forfeiture Program (BFP)
The Bond Forfeiture Program (BFP) at the West Virginia Department of Environmental Protection (WVDEP) is tasked with both land and water reclamation on mining sites where the performance bond has been revoked. Reasons for Revocation Failure to meet mining/reclamation standards Failure to meet final discharge limitations Bankruptcy Funded through Revenues from per ton tax on each ton of coal mined Forfeited reclamation bonds Civil penalty collections West Virginia GIS Conference 2008 June 11, 2008

4 Bond Forfeiture Program (BFP)
The Bond Forfeiture Program (BFP) at the West Virginia Department of Environmental Protection (WVDEP) is tasked with both land and water reclamation on mining sites where the performance bond has been revoked. Water quality monitoring is a key component Planning Design Implementation Long Term Maintenance If Mine Drainage is found at the site, water samples are collected and analyzed to determine environmental impact. West Virginia GIS Conference 2008 June 11, 2008

5 BF Water Chemistry Database
West Virginia GIS Conference 2008 June 11, 2008

6 Legacy Location Information Suspicious Coordinate Locations
Data Integrity Legacy Location Information Suspicious Coordinate Locations Out of Bounds Coordinates ??? Coincident Longitude??? Undeterminable Datum West Virginia GIS Conference 2008 June 11, 2008

7 Mobile GIS solution User Interface / Functional Requirements
Verify and Improve Coordinate Locations for Existing Water Sample Sites Easy to use Allow both GPS and Map based edits Optionally verify and update related in formation Allow field collectors to identify and map new sampling sites Update required fields in the enterprise database West Virginia GIS Conference 2008 June 11, 2008

8 Mobile GIS solution Data Integrity Workflow / Intended users
Legacy Location Information Lat Lon / DMS, no datum, little documention or even corporate memory of original collection methods, Workflow / Intended users Target platforms Handheld Pocket PCs Tablet PCs Field Laptops Application/Code Maintenance and Deploy West Virginia GIS Conference 2008 June 11, 2008

9 Solution ArcPad 7.1 New AXF File Format Supports Related Tables and Facilitates Smarter Geodatabase edits (sde) Layer customizations (styles, layers, forms, and code), relationship rules, and multiple representations are all stored within a single AXF Shapefiles still supported (Read Only) Code Deployment ~Zero Overhead West Virginia GIS Conference 2008 June 11, 2008

10 Solution ArcPad 7.1 Query Builder and Custom Query Forms
Enhanced Find Dialog allows for simplified forms as well as complex queries West Virginia GIS Conference 2008 June 11, 2008

11 ArcPad Data Manager ToolBox
Get Data for ArcPAD (Check Out Only) Get Data from ArcPAD West Virginia GIS Conference 2008 June 11, 2008

12 Workflow Monthly Site Visits Field Assessment Sample Collection
Site Selection / Existing Samples Field Assessment Sample Collection Location Verification GPS or Map Sketch Attribute Check Sample Analysis Sample Verification Data Commits West Virginia GIS Conference 2008 June 11, 2008

13 Check Out Data ArcPad Data Manager Extension
Easier to Manage Mobile GIS Projects Get Data for ArcPAD (Check Out vs Copy Out) Security enhanced – supports both encryption and password protection West Virginia GIS Conference 2008 June 11, 2008

14 Find a Sample Site West Virginia GIS Conference 2008 June 11, 2008

15 Verify Sample Info West Virginia GIS Conference 2008 June 11, 2008

16 Add a new point West Virginia GIS Conference 2008 June 11, 2008
Validates new sample numbers against existing data Automatically populations coordinate information User, date, time Also county, watershed, quad West Virginia GIS Conference 2008 June 11, 2008

17 Check In Data ArcPad Data Manager Extension
Get Data from ArcPAD (Check In) West Virginia GIS Conference 2008 June 11, 2008

18 Many Field Users / Single Data Supervisor Data Verification and Upload
Check In Triggers to manage the location information on Oracle DB eris / sde / mobile / sde / eris Successful? West Virginia GIS Conference 2008 June 11, 2008

19 Goals for Future Development of Enterprise Mobile Applications at WVDEP
simplicity of use reduce the cost of implementation development and maintenance improve overall integrity of key environmental data West Virginia GIS Conference 2008 June 11, 2008

20 Current and Future Work
Provide in-field access to more extensive land and water related data Field assessment, mitigation Integrate additional sensors Field probes, range finders Mobile Services Leverage ArcGIS Server 9.3 Mobile Application Manager to rapidly build and deploy simple map viewing and editing tools Questions?
