4 A single criterion for assessing classification :
1. The Munitions List A single criterion for assessing classification : the military characteristics of the goods Concept of “specially designed or modified for military use” Wassenaar Arrangement

5 Munitions List - contains items specially designed for military use, such as:
Military Hardware Production Equipment Software Technology (e.g., plans / consultancy) Specially designed components e.g. Rivet for Combat Aircraft

6 Criteria - Dual Use List
Dual Use Goods and Technologies are in principle designed for civilian applications They can also be used for military applications Because WA is not intended to prevent bona fide civil transactions Criteria are multiple and complex Wassenaar Arrangement

10 In summary Deciding whether an item meets the criteria
is not only a question of comparing technical parameters It is a complete assessment including parameters, but also specification, design, intent This is the everyday work of Delegations in the Experts Group and of national licensing officers Wassenaar Arrangement

11 Proposals justified against the criteria
The Lists Review (1/2) Proposals justified against the criteria are submitted prior to the deadline (end-February/March) Delegations begin their study and issue counter-proposals as necessary First Round of the EG in Spring Wassenaar Arrangement

The Lists Review (2/2) Intersessional work in the light of comments received (June) Revised proposals / counter-proposals as necessary Second Round of the EG (Autumn) Final decision on each of the proposals / PLM Mandates Changes to the Lists agreed at EG level are submitted for approval to the December Plenary Wassenaar Arrangement

Final Thoughts The WA Control Lists have been developed over 20 years Each entry, justified against the criteria for their selection, is the result of intensive work conducted by delegations; They continue to be updated each year by the Experts Group in accordance with a procedure approved by the Plenary and which is intended to ensure the maximal effectiveness in this process; The process aims to find a reasonable balance between security concerns and legitimate international trade. Tomorrow 28 June… Experts from the WA Experts Group will give an overview of the content of the List categories They will give an update of the 2015 changes where appropriate They will explain significant changes made between 2012 and 2014 concerning new or major threats (GSM interception, cybertools, Internet monitoring, Space,…) Wassenaar Arrangement
