Many active donors Four major donors account for some 80% of ODA ADB DFID Japan World Bank These four donors also have a joint framework for their country assistance strategies

4 November 2006 (II) An evaluation in two phases: Phase 1
Joint Country Assistance Evaluation (JCAE) of the four donors Phase 2 Integrate the other donors (28 or more)

5 November 2006 (III) Daunting coordination problems
Several issues requiring resolution, including: How best to involve government How best to involve other donors Methodological approach Evaluation management

6 November 2006 (IV) JCAE worth doing in spite of problems, if
Reduce transaction costs for government. Able to address broader issues. Can feed into next joint CAS framework and next PRSP Serve as a pilot (one among several) towards evaluation of total ODA.

7 Progress so far. Extensive consultations between ADB, DFID, Japan, WB and with SIDA Have approached the government Joint meeting Agreed framework going forward

Overview Report: Background, macro/socio-economic aspects and foreign aid picture Sector evaluations using DAC evaluation criteria Overview and sector evaluations divided between the four partners Evaluation period: 1997 – 2007/08 (with emphasis on the later years)

10 The Framework (III) – Eight Sector Evaluations
Central and local government support DFID Private sector development Rural sector JBIC Water supply, sanitation, and urban infrastructure ADB Transport Energy WB Education Health, nutrition, and social protection

11 The Framework (IV) – Cross-Cutting Themes
Should be addressed in all sector evaluations: Capacity building Governance Environment including natural disasters Role of private sector Civil society / NGOs Aid instruments / harmonization Results focus Gender Transaction costs

12 The Framework (V) - Methodology
Compromises between partner approaches Map partner objectives and apply DAC evaluation criteria Also address counterfactuals Combine portfolio reviews and top-down assessments Consider degree of aid fragmentation and also transaction costs

13 Relationship with Government
Wish for close involvement But degree of interest unknown for now Some special country circumstances

14 Relationship with Other Donors
Want to try methods and lessons for working together Network observer at working group Invite close contacts and inputs including on methodology Would like to benefit from regular discussions at DAC network Would also wish to have close interaction including workshops in Dhaka (Sep 07 and Summer 08) And would like discussions on how to link Phase 1 and possible Phase 2

15 Summing Up The JCAE, if it succeeds, will be a major step forward
Challenging problems, both methodological and practical Compromises essential Approach is still being developed, is untested and involves significant risks Constructive advice, support and continuous dialogue warmly welcome
