1. THE 22ND SESSION OF THE CONFERENCE OF PARTIES TO THE UNFCCC (COP 22), AND THE 12TH SESSION OF THE CONFERENCE OF THE PARTIES SERVING AS THE MEETING OF THE PARTIES TO THE KYOTO PROTOCOL (CMP 12) HELD FROM NOVEMBER 2016, IN BAB IGHLI, MARRAKECH, MOROCCO

2. BACKGROUND
Marrakech COP 22 was an important transitional moment - moving from years of negotiating an agreement to implementation (Durban COP 17 to Paris COP 21). = Paris Agreement
Dubbed the COP of Action or Implementation COP.
The main task for COP22 was to agree to a Work Programme necessary for the implementation of the the Paris Agreement – Rulebook
Enhancement of Pre-2020 Action – High level Ministerial dialogues and Non-Party actors.

3. SA PRIORITIES FOR COP 22
South Africa participated in the sessions with three main objectives:
ensuring inclusiveness in the decision-making process,
furthering discussions on the modalities, procedures and guidelines of the Paris Agreement; and
promoting South Africa’s contribution on climate change. These three objectives have largely been achieved through the various phases of the conferences.

4. KEY OUTCOMES: post-2020 workstream [1]
SOUTH AFRICA WELCOMES THE DECISION ON ENTRY INTO FORCE OF THE PARIS AGREEMENT:
Welcomed the proposal from the CMA1 for the COP to continue to oversee the implementation of the work programme under the Paris Agreement =guarantees inclusivity;
The COP decided to conclude the work programme and to forward the outcomes, at the latest, to the resumed CMA1 in 2018;
The COP mandated the APA to finalise the issue of the Adaptation Fund to serve the Paris Agreement by 2018 by addressing governance and institutional arrangements, safeguards and operating modalities;
Took note of the invitation by the CMA to request the APA “to continue its consideration of possible additional matters relating to the implementation of the Paris Agreement” (So-called holes/orphan items);
Invited the COP22 President together with the in-coming COP 23 President to undertake informal consultation sessions on the 2018 facilitative dialogue on enhancing ambition and support with an aim of providing guidance on the format and structure of the dialogue; and
Urged Parties to the Kyoto Protocol to ratified the Doha Amendments.

5. KEY OUTCOMES: post-2020 workstream [2]
Furthering discussions on the modalities, procedures and guidelines of the Paris Agreement):
Rulebook
Work Programme agreed to for Mitigation, Adaptation, Finance, Transparency and Global stocktake. Parties will make submission on questions aimed at clarifying the rules.
Timeframe to conclude the work programme agreed to = 2 years
Mode of work agreed to= Round tables and workshops
Allocation of possible additional items (homeless or orphan issues)
Common time frames for nationally determined contribution + education, training and public awareness were ALLOCATED a ”HOME”+ SBI
Modalities for biennial Communications of Indicative Support is firmly placed on the APA agenda and COP agenda.

Methodologies to calculate climate funds not agreed.

7. PRE-2020 WORKSTREAM [2] HIGH LEVEL MINISTERIAL ON ENHANCING ACTION
Africa launched Africa Adaptation Initiative = building resilience
Progress report presented on Africa Renewable Energy Initiative
SA made inputs on strengthening the Technical Examination Process for Mitigation and Adaptation= Next session in May 2017
PROMOTION OF SOUTH AFRICA’S CONTRIBUTION ON CC:
Minister Molewa signed a bilateral cooperation with German Minister of Environment.
the GIZ will be the main delivery unit to support climate change activities in South Africa.
the Ministers further agreed that there needs to be effective support to developing countries provided in a coordinated fashion.

8. KEY OUCOMES [4] POST-2020 WORKSTREAM
ENTRY INTO FORCE OF THE PARIS AGREEMENT [A]
Conference of Parties serving as Meeting of Parties to the PA (CMA1)
Invited the COP to continue to oversee the implementation of the work programme under the Paris Agreement until 2018;
Invited the COP to request the APA to continue its consideration of possible additional matters relating to the implementation of the Paris Agreement (homeless/orphan items);
Invited the COP to to continue to oversee the work on further guidance in relation to the adaptation communication;
Invited the COP to continue to oversee the work on the development of modalities and procedures for the operation and use of a public registry;
Decided that the Adaptation Fund should serve the Paris agreement following a discussion on governance and institutional arrangements, safeguards and operating modalities; and
Joint meeting of COP/CMA in 2017 to review progress on implementation of the work programme under the PA.
