2 RMS Voting Recommendations:
NPRR753 and RMGRR134, Allow AMS Data Submittal Process for TDSP-Read Non-Modeled Generators: This Nodal Protocol Revision Request (NPRR) and Retail Market Guide Revision Request allows the option of using the Advanced Metering System (AMS) data submittal process for all Transmission and/or Distribution Provider (TDSP)-read Non-Modeled Generators; and requires an Interval Data Recorder (IDR) Meter for Block Load Transfer (BLT) metering points registered for Settlements in accordance with Section , Registration and Posting of BLT Points. 05/03/16 RMS (Vote): NPRR753 received Unanimous Endorsement, however, the associated RMGRR134 was Approved with 5 Abstentions coming from Consumer and IOU Segments. The IOU segment’s concerns are violating Customer’s data confidentiality and privacy by providing their generation data to Smart Meter Texas 5/12/16 PRS (Vote): Approved NPRR753 6/7/16 RMS Impact Analysis Review (Vote): RMS voted to “Table” RMGRR134’s Impact Analysis along with a recommendation asking PRS to “Table” NPRR753 for a month. 6/16/16 PRS Impact Analysis Review (Vote): Agreed to “Table “NPRR753 as recommended by RMS July 13, 2016 RMS Update to COPS

3 RMS Voting Recommendations:
NPRR771, Clarifications to New ESI ID Creation Process: This Nodal Protocol Revision Request (NPRR) clarifies that the TDSP(s) must ensure that an ESI ID has been created in the ERCOT systems prior to initiating electric service at a Premise. 6/7/16 RMS (Vote): RMS voted Unanimously to “Endorse” NPRR771 6/16/16 PRS (Vote): Approved NPRR771 language – IA scheduled for 7/14 PRS NPRR778 and RMGRR139, Modifications to Date Changes and Cancellations: This Nodal Protocol Revision Request (NPRR) and Retail Market Guide Revision Request (RMGRR) modifies the evaluation window for date changes and a cancellation currently performed by ERCOT systems; and removes the one Retail Business Day evaluation window for date changes and cancellations in order to replace manual processes with transactional solutions.. 6/7/16 RMS (Vote): RMS voted Unanimously to “Endorse” NPRR778 and Unanimously “Approved” RMGRR Impact Analysis review of NPRR778 and RMGRR139 planned for the August 2nd RMS meeting. 6/16/16 PRS (Vote): Approved NPRR778 language – IA scheduled for the 7/14 PRS July 13, 2016 RMS Update to COPS

4 RMS Voting Recommendations:
RMGRR138, Revision to Oncor’s Requirement for REPs to Send Prepay ESI ID Lists: This Retail Market Guide Revision Request (RMGRR) removes the requirement for Retail Electric Providers (REPs) serving prepay Customers to provide a weekly list of prepay Electric Service Identifiers (ESI IDs) to Oncor and replaces it with a requirement to provide the prepay ESI ID list upon request by Oncor. 6/7/16 RMS (Vote): RMS voted Unanimously to “Approve” RMGRR138 along with the IA reflecting No Cost Impacts RMGRR138 will be recommended by RMS to TAC for their 7/28 meeting. RMGRR140, Efficiencies for Acquisition Transfer Process: This Retail Market Guide Revision Request (RMGRR) allows ERCOT added flexibility to execute an Acquisition Transfer in an expedited manner in an attempt to prevent a Mass Transition event 6/7/16 RMS (Vote): RMS voted Unanimously to “Approve” RMGRR140. RMGRR141, Clarifying Procedures for Market Participants During an Extended Unplanned System Outage: This Retail Market Guide Revision Request (RMGRR) clarifies procedures during an extended unplanned system outage.  6/7/16 RMS (Vote): RMS voted Unanimously to “Approve” RMGRR141. ERCOT Learning Management System (LMS) – Online Training Modules completed by 411 Market Participants across all market segments. RMTTF continues to meet monthly to review new Online Training Modules, voice over scripts and create test questions for each module. Electricity Facts Label (EFL) Renewable Content Calculator alc_Fix_Proposal___RPS_Baseline___Updated_for_2015_Values.xlsx enewable_Content_Calculator___RMS___ pptx Discussions with ERCOT had already been conducted to establish an agreement on certain minor changes to EFL Calculator for next year to enhance its usability, such as: Adding benchmark value, de-emphasizing emissions data that is no longer required, incorporating out-of-state renewable contracts. Per Ted Hailu (ERCOT) these changes would be slated for future enhancements. Ned brought to RMS due to the need to get stakeholder guidance on additional changes regarding EFL calculator mechanics Next Steps: Ned Bonskowski (Luminant) will work with ERCOT and PUCT’s Legal for their guidance in developing recommendations of which rule changes would be necessary. JOINT TDSPs Market Communications on 6/27/16: Market Notice: At the June 7th Retail Market Subcommittee (RMS) meeting, a standardized REP Contact List was reviewed and agreed to by RMS members for TDSPs to begin using when requesting updated contact information from Retail Electric Providers. Based upon this RMS agreement, the TDSPs will reach out individually to their primary REP contacts to request updated contact information utilizing the attached standardized form.  REPs should expect to receive separate requests from each of the TDSPs. Thank you in advance for your cooperation and assistance by completing this important task no later than one week from the date of request.
