3 What is the 2017-2018 Special Education
Annual Plan/Part B Flow-Through Application? Application submitted annually to receive federal funds for special education under Title VI-B of IDEA 2004. VDOE provides each locality with guidelines, part of which is to have the application reviewed and approved by the local SEAC and School Board. Provides federal funds that must be used ONLY for the provision of special education services and related services to students with disabilities. Formula-driven allocation which in part considers historical funding, total student population and poverty level.

4 Fund Allocations Section pertains to school-age children with disabilities Section for age 3-5 students with disabilities Although preliminary allocations have been released by the USDOE Office of Special Education, a conservative approach is used and the award amount in this application is based on the actual amount received last year. 5 How are the funds used? Section 611 Fund:
Pays salaries for 26 special education teachers, 19 special education teacher assistants, school social worker, job coaches, and bus aides. Previous Allocation - $2,937,960.00 Section 619 Fund: Pays a portion of the salary for preschool educational diagnostician. Previous Allocation - $56,233.00

Interagency Agreement Maintenance of Effort Proportionate Set-Aside

7 Regional Jail and School Division Interagency Agreement
Regional Jail/Interagency Agreement - schools divisions, with regional jails, must establish an interagency agreement with jail that addresses staffing and security issues related to the provision of services to SWD who are incarcerated. SPS currently has 1 teacher that provides services to SWD at Western Tidewater Regional Jail. This position is funded by a separate grant.

8 Proportionate Set-Aside
Proportionate Set-Aside (PSA) - school division must set-aside funds from both Section 611 and 619 for the percentage of students who are parentally- placed in private schools (including homeschoolers) within their jurisdiction 1.
