4 Drivers for change – LA’s

5 Proportionate re-inspection
Consultation earlier this year Inadequate across the board and authorities that have failed to demonstrate sufficient progress (through monitoring) will continue to have a full single inspection and we are thinking about how we can be more proportionate Motivation for proportionate re-inspection from now? Signal the future Reflects new approach to monitoring Publication 31 May 2016 Re-inspection guidance September 2016 Add presentation title to master slide | 5

6 Moving from improvement to monitoring

7 Consultation 28 June we will launch a consultation on the future of social care inspections. This consultation will seek views on three areas: A common inspection framework for social care establishments and agencies A revised approach to inspecting independent fostering agencies (this will be integrated into the common inspection framework) A new model for inspecting local authority children’s services Add presentation title to master slide | 7

8 Proposals for a social care common inspection framework

9 Background We have already committed to streamlining and standardising frameworks wherever possible Common inspection framework (Education, skills and early years) implemented in 2015 Currently there are fourteen distinct social care inspection frameworks, each with its accompanying guidance We are confident the benefits will include making sense to stakeholders, including children and families, bringing commonality into our expectations on inspection wherever we can e.g. children living away from home.

10 Developing overarching key principles
Inspections should: Focus on the things that matter most to children’s lives Be consistent in their expectations of providers Focus on services that are not yet good

11 Inspection of local authority children’s services

12 Future of inspection Continued focus on practice.
Risk-based and proportionate. Rigorous focus on progress and experiences across all of our inspection frameworks. The role of self-evaluation. The importance of leadership and practice leadership. Responsive to the changing landscape.

13 Future of inspection: local authorities
Menu of options to include: universal; joint; targeted/modular and thematic inspection. Short, sharp and focused: usually inspection limited to a single week’s fieldwork. Time over the coming months to plan and explore scope, frequency, judgements, reporting etc. The ‘menu’ will include a focus on the protection of children and children looked after. 11 week consultation 28 June – mid-September

14 What to look out for in the near future
31 May – monitoring inadequate authorites guidance published Last week Ofsted’s take on practice leadership Consultation (28 June) on: New framework for the inspection of local authority children’s services Social care common inspection framework Social care annual report (28 June) Joint targeted overview thematic on child sexual exploitation plus new deep dive to be announced (early autumn) Re-inspection guidance (September 2016) Add presentation title to master slide | 14
