　making the best use of the local environment and resources of Kitakami area, make a hometown of the world's cutting-edge scientific research
switch the land use and make the new KITAKAMI MODEL research area,
that each function - international scientific research, pioneer industry, good environmental residential area - cooperates mutually and forms a network
