Introduction Through the kind support of the European Union Office in Kosovo, the Kosovo Office of the Regional Environmental Centre (“REC”) for Central and Eastern Europe and RIINVEST Institute developed and implemented a project, titled “North Development - Increasing Competitiveness and Development Capacities of North Kosovo by Providing Sub-grants to Businesses, Improving their Linkages and Promoting Local Producers”, which covered four municipalities in the north of Kosovo: Zvecan, Leposavic, Zubin Potok and Mitrovica, North of Ibar. The project’s main objectives were supporting employment creation, business and economic development, and increasing potential and competitiveness of businesses and development agents in North Kosovo, with the purpose of improving future perspective, job security and the living standards of the citizens of that area. One of the main activities of this project was drafting of a Development Strategy (“the Report”), which was to be built upon participatory engagement from local businesses and local government representatives. The Development Strategy for Northern Kosovo 2015 – 2020 has been the result of a systematic study undertaken by RIINVEST Institute titled “Economic Potentials in the North of Kosovo”, which was also funded under this project. The process of finalizing the report also included numerous meetings and trainings with local businesses and government representatives, close collaboration with RDA North and a thorough analysis undertaken by REC’s internal and external partners. This document runs a comprehensive overview of all activities undertaken within the project to acknowledge all its contributors and present an encompassing perspective of the potential and vision for the region as seen and requested from all engaged stakeholders. The Development Strategy begins with a summary of findings from the “Economic Potentials in North of Kosovo” report, which identifies the main areas of high growth potential and the respective barriers they face. Subsequently, the findings of the SWOT analysis, undertaken during a workshop session held on April 30, 2015, in Mitrovica North are presented and further expanded by the drafters of this report. This section consolidates the findings into a TOWS matrix to further focus this exercise. The participants of the above mentioned workshop created a general vision from the region, and it is this particular vision that this Development Strategy will strive to achieve, whilst also exploring opportunities and solutions to the barriers and challenges ahead. The overall strategy of how to achieve this vision will be presented in Chapter 5, by providing a logical framework and detailed description of the methodology and approach. The final section of the Development Strategy presents the list of specific projects , a total of 15, which are in the ownership of the citizens of these target municipalities and all interested parties could expand them into full fundable projects.

Main Findings: Economic Potential in Northern Kosovo
The report, “Economic Potential in Northern Kosovo”, prepared by RIINVEST, aimed to determine the predominant economic opportunities and threats in Northern Kosovo Municipalities. The data were collected through a survey involving 129 firms, 30 businesses for each municipality in the North of Kosovo, ensuring a 95% confidence level. The process of designing the questionnaire involved Riinvest research team. The questionnaire contained three main sections, which focused on: (1) business performance and barriers of firms in the North municipalities; (2) the forms of doing business in the North; and (3) relevant questions related to the labour force in the aforementioned municipalities. Upon thorough Excel and SPSS analysis undertaken from local experts the following was concluded: Main Findings: The economic structure of the North is made up almost entirely of small businesses which are mainly family owned and that generate less than €10,000 per year The vast majority of sales of the North businesses, 90 percent, are done locally, around 6 percent are sold in other parts of Kosovo and less than 3 percent of sales are done in Serbia Out of 129 businesses interviewed 75 percent turn out to be registered; with majority registered in Serbia Informality is a major impediment to growth Workforce male/female representation is 6.6/4.4 17% has higher education completed Identified Economic Opportunities: Around 31 % believe their sales to the Kosovo-Albanian community will increase, 11 percent believe the opposite and 58 percent think that the sales will remain the same Majority of businesses perceive their labour force to be very good.

Main Findings: Economic Potential in Northern Kosovo
Identified Economic Threats: The public services provided by the Kosovo government to the businesses in the North, are rated as “very poor” or “poor” by 69 % of the businesses Regarding municipal services, 43% of respondents rate them as “very poor” or “poor” Hardly any business participates in fairs organized in Kosovo, or is a member of any business association or chamber (i.e. only 14 percent of businesses are members of associations) 36% of the businesses state that they cooperate informally with other businesses in the North Small market size makes it impossible to reach any economies of scale Unstable supply of electricity poses significant threat to business operations Poor infrastructure makes it difficult to expand the supply area and the costumer base Inefficient local governments do not provide the required support for social and economical development In conclusion, the Kosovo North businesses face a range of geo-political challenges that put them at a loss with their National counterparties. Whilst acknowledging the difficulties and intricate sensitivities in overcoming them, this Development Strategy will try to provide a systematic approach how to navigate and ultimately overcome them. To facilitate the analysis the above mentioned findings were presented to local businesses in a Planning Workshop held on April 30, 2015, in Mitrovica North. In collaboration with local experts and revised from the contributors the above mentioned findings are rearranged below in a SWOT format.

SWOT Analysis The SWOT Analysis was used as a strategic planning tool used to evaluate regional resources and capabilities, whilst focusing and highlighting the Strengths, Weaknesses, Opportunities and Threats pertinent for the competitive environment in which stakeholders operate. SWOT parameters are generally defined by North Kosovo regional′s influence on internal and external settings but not limited to its bilateral dependencies. Identified factors are rated and ranked according to the stakeholders’ assessment, involved in the workshop session April 30, 2015, in Mitrovica North, facilitated by economic experts findings presented in the Economic Potential in North Kosovo Report presented above and internal analysis from the experts engaged from the regional Environmental Center. Development Strategy In finalizing the report, the study presents a Development Strategy, which identifies specific steps needed to be undertaken in order to achieve the vision agreed by the stakeholders of the region, as presented below: 1. Retention and further development of current human capital 2. Fostering development of the private sector through systematic and well planned development strategy 3. Healthy living in a healthy environment 4. Efficient local government 5. Developed and improved agriculture sector 6. Provide adequate infrastructure to promote socio-economic growth

Regional Strategic Priorities
Priority 1: Retention and further development of current human capital Provide technical training for the private sector workforce; local government representatives and students about to enter the market to equip them with adequate skills and expertise. The encompassing objective of this priority is to increase workforce productivity; further innovation and development and retain employees for exploring opportunities outside the region. Priority Specific Objectives: Reduce local unemployment levels Prevent loss of social capital and reverse brain drain Increase fundraising capacity of local stakeholders Technical training for targeted topical areas Further invest in schools and universities to develop specific areas that are coherent and currently in demand for the community Priority 2: Fostering private sector development through regional and national market expansion and cooperation Building supportive and administrative friendly environment to support private sector. Priority 3: Promote environmental sustainable development through an integrated regional approach The current state of the environment and infrastructure to support its development is highly related to economic growth especially for areas such as: agricultural development; forestry; tourism or organic living. Resolving current environmental issues such as water, soil and air pollution; energy efficiency; and, use of renewable sources is imperative for the overall regional development Priority Objectives: Introduce a development for water, wastewater; organic waste management; and biodiversity. Promote bio organic living Educate and promote green and recreational areas Tackle problems regionally to increase their scale of impact to attract regional funds Priority 4: Efficient local government High level of accountability to improve capacities for good governance in Public Administration. Providing high quality services to citizens and supporting the private sector growth, transparent management of public finance, gaining respect and trust of citizens, promoting equality, gender balance, and rights of minorities, advocating and supporting the rule of law, efficient use of public in Northern Kosovo. Priority 5: Developed and improved agriculture sector Supporting rural development to ensure sustainable farming and food production. Identifying smallholder farmers and businesses to enable participation in the value chain, supporting rural communities to utilize the land, particularly underutilized high-potential production areas to support creation of small enterprises and reduction of unemployment. Developing and building storage capacity and enable access to development funds providing market information on standards and market opportunities. Priority Objectives: Achieve sustainability in agriculture through efficient use of resources with minimal degradation of the environment and natural resources; Raise incomes through increased agricultural output Develop and implement sustainable farming systems for small and commercial farmers Initiate projects to build storage capacities and increase agricultural productivity Cluster associations and cooperatives Priority 6: Provide adequate infrastructure to promote socio- economic growth Developing large infrastructure projects and rehabilitation of public buildings, roads, sewage systems, and water and wastewater systems, other facilities. Priority Objectives: Provide and improve existing public infrastructure surfaces of municipal roads and streets with modern road pavement, lighting, traffic signalization, business development infrastructure, and water and wastewater systems public health infrastructure. Project 1 Main activities Activity 1: Training: Project Development
Develop a 3 day training for 30 representatives of the target group focussing on: (i) How can I match my needs with EU’s funding opportunities- Funding under thematic instruments and programs and identifying the best match for the locality needs); (ii) Project Planning: creating a log frame that clearly defines the link between project activities and expected results. (iii) Developing well planned project activities, supported by sound research on the subject and translated into a realistic and material budget, (iv) How to present the project in a format that is required by the EU. Activity 2: Training: Project Cycle Management In 1992 the European Commission adopted “Project Cycle Management” (PCM) as its primary set of project design and management tools (based on the Logical Framework Approach), and a first PCM manual was produced in Benefits of understanding the foundations of the PCM are twofold: (i) will improve local community chances to prove their management capability; and (ii) assist them implement, control and report on the progress of project implementation toward project objectives and budget as per EU requirements. Under this activity project implementation team will develop a 3 day training for 30 representatives of the target group and equip participants with certifications. Activity 3: Create processes and procedures for local governments to implement PCM into their internal processes. Through the help of a local quality assurance expert; assist local governments to implement PCM procedures into their internal local processes. This activity will not only equip the local government with their EU absorption capacity but increase their local capacities across the board and equip them with tools that are easily translatable and very attractive for various donors, active in that locality.

Technical training: Basic Education on using IT technologies in rural areas of Northern Kosovo. Specific Objective 1: Proficient usage of Microsoft Office. Specific Objective 2: Internet search for grant application and absorption. Specific Objective 3: Networking and e- communication. Target group(s) Local government representatives; employees and volunteers of civil society organisation; employees of utility companies; and, local businesses. Final beneficiaries Local governments and citizens of target locations. Estimated results Result 1: Be proficient in Microsoft Office and encourage first steps toward digitalization of public work. Result 2: Expand grant possibilities through internet access to grant platforms, templates and applications. Result 3: Raise capacities through networking through e-communication. Result 4: Improve public services through raising staff capacities to use and master technology. Result 5: Assist youth in preparing them for ITC specialised trainings as a future profession.

Project 2 Main activities
Activity 1: Technical training: Microsoft Office Develop a 10 day training spread across 3 months for 50 representatives of the target group focussing on: (i) Microsoft Word (ii) Excel (iii) Power Point (iv) Microsoft Project This training is primarily focused for public sector employees and local businesses to raise their usage of technology in managing their daily activities. Activity 2: Training: Online browsing for grant financing; proposal writing and networking. A three day training for 30 representatives of public sector, civil society and local businesses to expand their knowledge on writing proposals and browsing for available grants. Activity 3: Technical Training: Budgeting in Excel A 1 day training tailored for 30 participants from public sector, civil society and local businesses to train them on budgeting and how to use Excel in doing so. Activity 4: Technical training: Creating promotional material in word and power Point A 1 day training for 30 participants from the public sector, civil society and local businesses to train them on how to use Word and Power Point in promoting their local business or a cause of interest to them.

Production of seed and planting materials, and its respective Certification Location(s) of the action: — specify country(ies), region(s) that will benefit from the action Kosovo North Municipalities Total duration of the action (months): 24 Months Proposed Budget EUR 300,000 Objectives of the action Enhancing Farmers Access to Quality Planting Materials Through Community-Based Seed and Seedling Systems. Specific Objective 1: Increase agricultural production and assure food security and livelihood through having access to affordable quality planting materials produced locally. Specific Objective 2: Increase food security and quality through using only locally produced seeds without GMO’s or use of unauthorized pesticides. Specific Objective 3: Create a farmers network/organization to exchange knowledge and lessons learned. Specific Objective 4: Establish contact with a licenced organization to provide organic and locally grown certificates. Specific Objective 5: Provide direct grants to support initiatives of seed producers and assist in the compliance of requirements, registration and certification process. In cooperation with the Department of Plant Production and Protection established by MAFRD develop a 10 day training program for up to 30 local farmers on seed production and cultivation focusing on: 1- Legislation on seed production and variety 2- Technical skills for seed production 3- Identification of local seeds and establishing of the definition of local organic produce 4- Establish labelling and certification requirements for obtaining local organic seed certifications 5- Establish certification body and documentation within the Department of plant Production and Protection within MAFRD. Activity 2: Direct Grants Distribute direct local grants to local producers working toward establishing seed production and cultivation facilities and assist them get certified by MAFRD Activity 3: Capacity building for organic local farming Produce promotional material to educate population on the benefits of local organic produce and the benefits it has on one’s health and in creating a fruitful economic society.

Estimated results Globalization has created a pronounced tide toward urbanization and gentrification. In small countries such as Kosovo this has lead the majority of population to flee to cities and decreased the working population in rural areas. The urban youth has been experiencing huge unemployment rates whilst rural opportunities are not fully captured. Result 2: Empower and expand rural enterprises through feeding new innovative ideas Result 3: Decrease unemployment through exploring different areas for growth and potential professional and entrepreneurial development. Main activities To achieve project goals and expected results this project will be developed under two main pillars of activities: Activity 1: Create internship opportunities, funded by the project for university students to work in local enterprises during the summer months For a total of 20 students this project will provide a small monthly stipend and place interested parties in rural enterprises to experience the challenges and opportunities of such enterprises. This project will provide support for both the ‘intern’ through direct grant and the rural enterprise through unpaid labour. It will also facilitate the discussion between the intern and the enterprise to ensure maximum benefit from both parties. Activity 2: Technical training on agriculture, livestock, farming and management. A 10 day training spread over one month will take place every year to train interested students in the possibilities of rural enterprises, potential benefits and rewards and how to overcome obstacles and challenges it presents. Sub-activity 1: Topical technical trainings 5 day training programs that focus on the challenges and benefits of getting vested in farming agriculture and livestock. This training will focus solely on the technical and day to day management of such a business. Following the geopolitical turmoil’s of the past decade the Kosovo North region has shown difficulties in attracting and absorbing large scale donor grants or projects. In order to expand the scope of projects and propose encompassing large scale opportunities, Kosovo North Municipalities will develop a Regional Plan which proposes regional solutions to regional problems. Result 1: Preparation of a Regional Development Plan Result 2: Endorsement from local municipalities of the Regional Development Plan Result 3: Identify specific projects and prioritise accordingly Result 4: Jointly fundraise for the identified specific projects. Main activities Activity 1: Development of a Regional Development Strategy Through engaging of local experts project management team will perform a thorough analysis of regions: 1- Economy; 2- Social; 3- Environmental; 4- local government situation and draft a strategy that encompasses the needs of all attending municipalities. Activity 2: Create Project Pipelines derived from the Regional Development Strategy Through engagement of local government representatives; technical experts; donor organizations and non-governmental organization representation create a list of projects that are crucial for the development of the region. This project aims to promote a comprehensive and integrated approach to biodiversity and ecosystem services to promote sustainable development in Kosovo North Municipalities. Result 1: Create an inclusive Biodiversity action plan for the target municipalities Result 2: Improve local biodiversity Result 3: Direct impact on a primary biodiversity issue to be undertaken under this project Result 4: Raise awareness on the interconnection of living creatures and the global impact preservation and conservation has. Main activities To achieve project goals and expected results this project will be developed under two main pillars of activities: People: Capacity Building and Awareness Raising Programs Activity 1: Capacity building training for students of grade 5-8 In collaboration with local government and schools organize 2 hour training programs optional for up to 40 students of grade 5-8 and teachers to promote organic eating and the dangers of processed foods. These trainings are to be delivered to all elementary schools of the municipality and promotional material be available through brochures or pamphlets. Activity 2: Site Visits to local farms. Selected by local schools organize site visits to local farms for 20 students. Train them how to be promoters of healthy eating. Activity 3: Workshop on iinnovative approaches to produce distribution and eliminating food waste. Estimated results Wood processing is an important contributor to Kosovo economy with at least 600 companies operating; EUR 50+ Million in sales a year employing over 10,000 people. Wood Processing is also one of the most organized sectors and is represented through the Association of Wood Processers of Kosovo (AWPK). This sector is also very pronounced in the North but due to geopolitical limitations not as organized or developed. To overcome such barriers this project will empower this sector and the following results are expected to be rendered. Result 1: Integrate this sector with national and international market leaders. This 5 day workshop will invite representatives of the industry (up to 20 participants) engaged in Business Development and management to attend a technical training on: Day 1: Market research and market penetration Strategy. A thorough analysis of the processed woods supply and demand curve in the specific region and Kosovo as a whole to identify areas for potential growth and niche markets. Day 2&3: Business management and development A detailed training focusing on the challenges faced by wood processing entrepreneurs and managers and practical solutions for overcoming them. Day 4&5: Exploring innovative options Developed and delivered from industry leaders this day will focus on innovative ideas for improving business processes, sales strategy, branding and creating a market. During the last day the 5 local leaders who will represent this region in an international exhibition will be identified. Activity 3: Sponsor attendance for 5 local wood processing leaders to participate in an international workshop and or/exhibition for wood processing to promote their local products. Activity 1: Develop a Strategic Tourist Attraction Plan In cooperation with municipality representatives develop a Strategic Tourist Attraction Plan. Through the support of local and international experts the municipality representatives will: 1- Identify main risk factors and challenges for the development of the region 2- Strategic vision and regional priorities 3- Develop a targeted project pipeline 4- Identify specific projects to achieve the strategic vision. Activity 2: Promotional activities Within the Zubin Potok municipality develop a website to promote the area; describe its beauties and what it offers so to open it to citizens of surrounding areas This interactive website will provide information on touristic destinations; facilities provided; places where to stop; activities to undertake; restaurants and other amenities. Activity 3: Gazivode Lake – a summer destination In collaboration with Zubin Potok Municipality the project management team will identify and develop areas and provide facilities where citizens could sunbathe during summer months. Two spots will be developed to have access to the main road, equipped with toiletry facilities and local vendors will be given access to provide services. The main goal of this activity is to provide appropriate sunbathing areas for the citizens and also create micro economy in these regions. The amount to be spent in this activity will depend on how it ranks on the Tourism Attraction Plan Activity 4: Gazivode Lake – sport destination In collaboration with the municipality develop a trail around the lake for the biking affectionate to explore the beauties of the region. Result 4: Improve standard of living through creating a stable economic environment Result 5: Encourage interpersonal collaboration to ensure personal responsibility Result 6: Strengthen the role of the individual by showing the results of honesty through direct investing their loan repayment for a project that benefits the whole community. Main activities Activity 1: In collaboration with the local municipality create a microfinancing organization that provides small loans to small to medium enterprises for an amount of EUR 300,000. Loans will be short (6 months ) to medium (1years) at 0% interest rate for amounts not larger than EUR 10,000. In order to obtain a loan the business should have three co-signers that secure the safety of the investment and insure its duly return. Loans will be re-distributed for the lifetime of the project up to the last ones coinciding with 1 year prior to the end-life of the project. The activity lifetime will be 3 years, 2 and a half of which will be used to distribute and manage direct loans. Activity 2: In cooperation with local municipalities and banks present in the region facilitate negotiations for establishing a micro financing entity to be self sustainable. As this is outside the scope of a non-governmental organization this activity will be limited to engaging a specialist in this field to connect active members of this business sector, use this project as a showcase of how such a project would work and negotiate between local enterprises and microfinance providers how to establish an institution that meets the requirements of the provider and the needs and desires of the receiver of the loan.

Project 15 Main activities
Activity 3: Upon the third year of operation the money will be regrouped and repurposed by the project management team and it will be used to fund one project in each of the participating municipalities to improve the standard of leaving for its citizens in the fields of: 1- Waste management, 2- Water management 3- Green areas The purpose of this activity is not solely to have a direct impact on the target municipalities but to re-establish the ties the individual has with its community; re-affirm the benefits of being a contributing part of a healthy economy and show how a successful economy would be beneficial to everyone and not solely to the beneficiary. Activity 4: Promotional and informative undertaking to promote the results of the project. Confirm the proper use of funds and establish project transparency and promote how the flow of deals; done in a proprietary and honest way has improved the livelihoods of the whole community. The main purpose of this activity will be to showcase how progress is not individual but social; communal and regional and true development only comes when each person is a contributing member of the society.
