5 New Political Parties Not happy with how the Canadian Government was dealing with the Depression, Canadians began to look to new political parties for Solutions

6 Cooperative Commonwealth Federation (CCF)
Founded in 1932 in the Prairie Provinces Canada’s first Socialist party Wanted a government controlled economy so Canadians would benefit equally Party Leader – JS Woodsworth Platform outlined in the Regina Manifesto Opposed free-market economics Supported public ownership Wanted social programs to help the elderly, the unemployed, the homeless and the sick

7 Provided an alternative to the policies of the mainstream parties.
Three Planks: Public Ownership of key industries. Social programs to assist people in need of money: the elderly, the unemployed, the homeless, the sick and other citizens who could not support themselves. Government spending on public works in order to create employment. Provided an alternative to the policies of the mainstream parties. Eventually evolves into the New Democrat Party (NDP)

8 Social Credit Party Eventually overturned by Supreme Court
Founded in 1932 in Alberta Led by “Bible Bill” Abherhart Charismatic preacher and high school teacher in Calgary. Believed that capitalism was a wasteful economic system Felt government should release money into the economy so people can spend it. Promised each citizen a “basic dividend” of $25 a month to buy necessities Eventually overturned by Supreme Court Federal Gov’t challenged right to issue its own currency Party survived in Alberta until 1971

Supported Quebec nationalism Blamed Quebec’s social problems in the English minority in Quebec Relied on the support of the Church and rural voters Led by former Conservative, Maurice Duplessis

10 Provincial Solutions Voters frustrated with government inaction.
Ruling political parties voted out & new governments elected in hoping for a change.

11 British Columbia Dufferin Patullo elected premier in 1933
Introduced reforms: Shortened workday, increased minimum wage, increased relief payments by 20% Public Works Project – Patullo Bridge, New City Hall Authority eventually challenged by Federal Gov’t.

12 King Returns to Power By 1935 people were frustrated with Bennett and Mackenzie King was returned to power – but he still didn’t believe in government spending! Believed spending money on expensive social programs didn’t make economic sense during a depression 1936 National Employment Commission finds that unemployment a national problem and recommends the Federal Government spend millions of dollars on job creation and training programs. King only spends a fraction of what commission recommends on job-creation schemes.

13 Increased Tension Unemployment had caused tension between Federal and Provincial governments Disagreement over which government had right to collect money and which should pay for social and unemployment assistance King created Rowell-Sirois Commission to examine federal-provincial relations Recommended that federal government grant equalization payments Payments would be payed by federal government to ensure each province had an equal standard of living. Federal government should also bear responsibility for unemployment insurance and social benefits.

Didn’t want their tax dollars going to other provinces. many thought it would be loss of provincial power However, the economy had already made a turn around. Involvement in World War II meant that recommendations were pushed aside or delayed.

16 Not All Bad – The CBC is Born
1932 the Canadian Radio Broadcasting Commission (CRBC) was created to combat American influence on Canadians. Ran Canadian produced music and entertainment programs in French and English. Became the Canadian Broadcasting Corporation in 1936 Canada’s national broadcaster is born!

17 Impact of the Depression on Canada
1. New Political Parties Social Credit – originally promised to give families a monthly credit to purchase goods Co-operative Commonwealth Federation (C.C.F.) – promoted a socialist type of government with more government planning and ownership of the economy, today this party is now the New Democratic Party: NDP 2. Unemployment Insurance - legislated in 1935, in operation by both employees and employers contribute 3. Welfare - provincially organized system 4. Minimum Wages – legislated by provinces 5. Bank of Canada – sets the interest rates for the country, a way to control the health of the economy (inflation and deflation)

6. Stock Market Controls – today you need much more than 10% down to by stocks. Trading can be stopped if it looks like a “panic” selling. 7. Change in Attitude – people began to believe that unemployment was not necessarily the fault of the individual. There is a belief that it is sometimes necessary for the government to step in. Medicare – an extension of this belief, first brought in by the provincial NDP government of Saskatchewan in 1962 These measures made up what we refer to as the Social Safety Net None of these changes brought an end to the depression, it was the rearmament and expansion of the armed forces during World War II

19 Politics Abroad Not only North America suffered an economic slowdown!
The Depression hit Germany hard Resented the War Guilt Clause of the Treaty of Versailles that made them pay $32 billion in reparations The German economy was under great pressure The German government printed large amounts of money in the 1920s which essentially made it worthless

20 Politics Abroad In Japan government spending was increased to counteract the reduced amount of raw materials coming from the US Japan also started to aggressively expand its territory Russia and several other communist countries formed the Union of Soviet Socialist Republics (USSR) his economic system protected the USSR from the depression BUT leader Joseph Stalin was a ruthless dictator!
