2. Powers and Function of Sarpanch
When ever Office of Sarpanch vacant Upa Sarpanch shall exercise Power of Sarpanch 26(1)
Not available in the village > 15 days Powers devolve on Upa Sarpanch. Sec 26(2)
Both absent for >15 days Powers of Sarpanch devolve on member appointed by the Commissioner 26(3)
Newly Appointed under (3) shall report to D.P.O occurrence of vacancy within on month (4)
Sarpanch can delegate powers to Upa Sarpanch to any member with restrictions 26 (5)

Not to receive any remuneration except honorarium Sec.29

4. Powers and Function of Sarpanch

6. Powers & Function of Panchayat secretary
Implement the APPR Act 1994 and Rules issued
P.S. shall explain to question by member in next meeting. Sec.28
Accord permission for buildings and layouts
Enter in to agreement on behalf Gram Panchayat
Prepare budget of Grampanchayat every year
Report to the Collector about loss caused to Grampanchayat
Power to issue orders to destrain the movable
Prosecute the defaulters to Grampanchayat
Prepare the replies to Audit report and obtain of approval of Grampanchayat
He shall report los, outbreak of epidemics, atrocities
He shall assist in Gramsabha for selection of beneficiaries

He shall assist in preparation of village plans

He shall attend other duties assigned by authorities from time to time
