Tempus Project TEMPUS RS-TEMPUS-SMGR DEVELOPMENT OF CAREER GUIDANCE AIMED AT IMPROVING HIGHER EDUCATION IN SERBIA Career guidance today can contribute to achieving significant objectives in field of employment, higher level and better quality of human resource, it addresses the shortage of skills, decreases drop out and prepares adjustable and ready workforce , but also contributes to higher efficiency in higher education, and the moment is right to deal with this subject / Development of Career Guidance/ since there are parallel activities at the state level and at the university level which lead to the achievement of the same goals: decrease of unemployment rate, better employability of university graduates, increase of percentage of the population with a degree at the higher education level. According to the project proposal evaluation of EACEA the objectives of our project are realistic and relevant for European agenda for modernization of higher education and they are also clear and feasible in the envisaged period of 36 months. 2 PROJECT OBJECTIVES Wider objective: DEVELOPMENT OF CAREER GUIDANCE AIMED AT IMPROVING HIGHER EDUCATION IN SERBIA Specific objectives: Development of Services for Career Information, Guidance and Education aiming to increase youth employability Enabling wider accessibility and variety of programs in Career guidance at Higher Education Institutions (HEI) Raising the level of recognising importance of Career Guidance by the policy makers and other stake holders Development of Career Guidance and Counselling (CGC) Programme for Young People between the Ages of 19 and 30 (students) and Мethodology for CGC Centres of HEI Our wider objective is identical to the title of the project / DEVELOPMENT OF CAREER GUIDANCE AIMED AT IMPROVING HIGHER EDUCATION IN SERBIA, and specific objectives are: SLAJD

3 NATIONAL PROJECT – STRUCTURAL MEASURES Duration:
Type of the project: NATIONAL PROJECT – STRUCTURAL MEASURES Duration: 36 months /15 October 2011 – 14 October 2014/ Project focuses on creation of strategic frameworks for development of career guidance, university administration, student services, quality of education, information services, relations with industry and distance learning. This project will be realized as a Structural Measure at the national level in Serbia.

4 PROJECT COORDINATOR University of Belgrade Centre for Career Development and Student Counselling University of Belgrade /as a largest higher education institution in Serbia/ and its Centre for Career Development and Student Counselling /as the oldest university centre for Career Development and Student Counselling in Serbia/ have the honour and responsibility on behalf of entire Project Consortium to manage this project as co-author and a coordinating, cooperative partner.

6 Through project activities we tend to
build the System of career guidance at university level in Serbia, according to the priorities that define the new paradigm of career guidance – lifelong guidance: - the centrality of the student in the provision of career services, the need to refocus provision to develop the skills of individuals to manage their career and learning, widen the access to services and improve their quality Our approach / idea: To advance Career Guidance at the higher education institutions on both strategic and operational level. .

7 Strategic level: Measures and activities from the Action plan of the National Strategy for Career Guidance and Counselling of the Republic of Serbia, which are directly related to development of the system of career guidance at the higher education, are present in the more elaborated form in the work packages– groups of activities in this project: Professional development and training in career guidance and counselling for teaching staff in universities Training students to master skills for active career management Strengthening existing university centres for career development at universities Monitoring and evaluation of the work of existing university career centres Innovation and modernisation of websites for career guidance and counselling Creation of a part of the National Program / document / for Career Guidance and Counselling and accompanying standards – for the age group 18+

8 Operational level: At the operational level it is expected to ensure advancement of the work of university centres for career development which would correspond to the needs of target groups, that is, of students in the first place, but also of employers and academic community. The focus is on development of larger number and variety of programs of career information, counselling, education and connecting with business community, and on the upgrading resources for career advisers from career services, but also for the members of academic staff and management (student parliament, vice-deans and student-deans). Larger extent of participation of business community and other social partners in creation and implementation of various programs for career education and counselling is also very important component which will be developed.

9 Development of the mentioned programs (services and activities of career guidance) would enable deepened and extensive information of youth about possibilities to apply knowledge, skills and capabilities gained during their studies as well as about trends and motions on the labour market, perspectives for employment and opportunities for further training and professional development, development of positive attitude towards the lifelong development, gaining over-needed skills necessary for work in the contemporary labour market and business environment, mastering skills for job hunting and skills for one’s managing career.

10 Target groups / beneficiaries
Beneficiaries of the project outcomes are: students, universities, academic staff, employers and policy makers Benefit of the project will have students, universities, academic staff, employers and policy makers, since the project will enable students to manage and plan learning and work pathways in accordance with their career goals, relating their competences and interests to education, training and labour market opportunities; assist institutions to have motivated students and better connections with employers; assist employers to have motivated, employable and adaptable staff and better connections with university and encourage policy makers to achieve a wide range of public policy goals.

11 WORKPACKAGES WP1 and WP2 are devoted to organizing career related information and making them accessible, transparent and user-friendly. WP1 will focus on information about labor market relevant for university students and academic staff in general. WP2 will focus on career information relevant to employers but also to prospective students and their parents. Activities in both will start at the end of first year and finish until the middle of third year of the project lifetime. The aim of WP 3 is development of cooperation within academic community for greater coverage and accessibility of career information, counseling and education. Duration of this part of the project will be 14 months (from 12 to 25 month of the total project duration time). WP4 will start at 7th month of the project lifetime and will last 18 months. The aim of this WP is to enable and achieve greater participation of employers in the activities of university career services which aim to improvement of youth employability and their career management skills. Aim of the WP 5 is to strengthen the capacities of University Career Centres at all academic partner institutions and raise the level of human resources competences for high quality provision of career information, education and counselling services. Main outcome of WP6 will be the National Programme for Career Guidance and Counselling and the Methodology for the age group 19 to 30. These two documents of strategic importance for development of career guidance at universities in Serbia should be finished by the end of the second year of the project. The quality control package is critical for the project’s success, bearing in mind that many partners are involved and that many of them will be cooperating from remote locations. Quality control will be performed during entire duration of the project. The achievement of sustainability presupposes dissemination and is the main motivation for all dissemination activities. Dissemination strategy will include both embedded activities of dissemination in the work-packages and ad-hoc events specially organised to reach larger variety of target groups and raise awareness about existence of project results and consortium initiatives. The fact that both relevant ministries for career guidance and counselling (CGC) at higher education in Serbia are actively involved in the project speaks in favour of sustainability of project outcomes. Their motivation for work on sustainability of project outcomes derives from the fact that measures from the Action plan for implementation of Strategy for CGC are incorporated in project activities in which they will participate. Following mechanisms for sustainability will be established: National University Network CareerS Forum for career guidance and counselling CareerS Mentoring Network Strategic plan for development of career services at HEI Networking and policy consensus will play the key role in sustainability of project outcomes.

12 University of Belgrade
UB is coordinating institution and leading partner for work package for development of system of organized and accessible career information relevant for university students, work package for dissemination and work package for management of the project. Together with other domestic universities UB will have important role in: organizing education market analyses focusing on information relevant for employers, creating the plan for cooperation with the academic staff and students representatives, creating team of associates – representatives of academic staff and students for including career guidance into the work with students, creating careers info points at the faculties, organizing promotion for student population, piloting various programs in cooperation with employers for improving graduates employability, assisting EU partners to create most suitable trainings, creating the National Program and Methodology for CGC at HEI, and coordinate EU monitoring.

13 University of Padua UNIPD will be responsible for training on gathering and organizing career related information important (CRI) for students and seminar on gathering and organizing CRI important for employers contributing to development of system of organized and accessible career information relevant for students and for employers. UNIPD will work on comparative analysis; give expert feedback on Draft and review of the National Program and Methodology for CGC. UNIPD will work at the package for greater participation of employers in the activities of universities aiming to improving graduates employability and their CMS, and on strengthening capacities of career centers and motivating academic staff to include CGC in work with students. UNIPD will promote Forum for career guidance; participate at International Conference in Serbia and at official Establishing of Mentoring Network in Poland. With a member in the Steering Committee it will participate in management of project

14 University of Swansea University of Swansea (SWAN) is leading partner for work package for strengthening capacities of career centers at Serbian universities. SWAN will design and organize the most suitable program for training of staff of university career centers and delivery of know-how on improving relations and enhancing cooperation of policy makers and practitioners (once in UK and once in Poland). They will regularly visit Serbia to monitor development. SWAN will present examples of best practices of cooperation of university career services with employers in UK and will help with expertise in this area. SWAN experts will be involved in almost all phases of making National Programmed for Career Guidance and Counseling and the Methodology for the age group 19 to 30. SWAN will promote the CareerS Forum for Career Guidance and Counselling internationally and will be a founding member of CareerS Mentoring Network. With a member in the Steering Committee it will participate in management of the project.

15 University of Silesia (US) will have an important role in Development of cooperation within academic community for greater coverage and accessibility of career information, counselling and education (CICE) and will assist Serbian academic partners to develop plan and establish effective cooperation within academic staff with suggesting materials and methods to be included into CareerS-kit for academic staff to integrate CICE in their work with students. US will organize training and study visit for key staff from Serbia in Poland and contribute to strengthening capacitates of career centers. US experts will be involved in almost all phases of making National Programme for Career Guidance and Counselling and Methodology, help with establishing University network of Career Centers, promote the CareerS Forum for Career Guidance and Counselling and be a founding member of CareerS Mentoring Network. With a member in the Steering Committee it will participate in management of the project.

16 University of Novi Sad (UNS)
UNS Is leading partner in WP4 which aims to achieve greater participation of employers in activities of universities for improving graduates employability and career management skills. It will be in charge for analyzing examples of best practises of cooperation of career services with employers, preparing a package of services for employers, piloting various programs in cooperation with employers, organising workshop for exchange of experiences. Together with other domestic universities UNS will have important role in education market analyses, creating cooperation plan and team of academic associates for including career guidance into the work with students, creating CareerS-points, organising promotion for students. UNS will also contribute to work of National university network of career centres, Forum for career guidance and counselling and creating Strategic plan for further development. Also NS will have a very important role in WP6, DISS and MNGT.

17 University of Nis University of Nis (UN) as a lead partner in work package for Quality Control, will be responsible for coordination between all partners in order to ensure quality of all project outcomes. It means that UN will choose representative for Internal Quality Review Committee, participate in orientation and training of the external reviewer, select external reviewer and develop the quality assessment format together with him. UN will also be responsible for creating web-site of the project and creating mailing lists to distribute relevant information. Together with other domestic universities UN will have important role in education market analyses, cooperation with academic associates for including career guidance into the work with students, creation of CareerS-points, organising promotion for students. UN will also contribute to work of National university network of career centres, Forum for CGC and specially on creating Strategic plan for further development.

18 University of Kragujevac
University of Kragujevac (UNIKG) will participate in developing activities in all work packages. Together with other universities it will have the key staff trained in UK and Poland. Together with other domestic universities UNIKG will have important role in education market analyses, cooperation with academic associates for including career guidance into the work with students, creation of CareerS-points, organising promotion for students, and contribute to work of National university network of career centres, Forum for career guidance and counselling and specially on creating Strategic plan for further development. With inter-Tempus coaching with DELFIS project UNIKG will contribute to connecting the implementation of both projects results.

19 University Singidunum
USGD is leading partner in package for development of cooperation within academic community for greater coverage and accessibility of career information, counselling and education. Their role will be to coordinate other universities in order to gain outcomes of this WP. USGD will also contribute to work of National university network of career centres, Forum for career guidance and counselling and creating Strategic plan for further development. Together with other domestic universities USGD will have important role in education market analyses, creating cooperation plan and team of academic associates for including career guidance into the work with students, creating CareerS-points, organising promotion for students. USGD will prepare a paper and presentation about the work of the career services and present it at two national workshop for presenting the current state and perspectives of CGC. Also USGD will have a very important role in WP6, DISS and MNG.

20 SKONUS SKONUS will be a leading partner for developing a system of organised and accessible career information relevant for employers in WP2. In WP1 SKONUS will coordinate round table to present the results of the surveys on employers – what competences and skills are required for the competitiveness of graduates on the labour market. In addition SKONUS will be included in most of activities in DEV3: Development of cooperation within academic community for greater coverage and accessibility of career information, counseling and education through creating the careers info points at the faculties, delegating the person who will be a part of career teams at faculties in Serbia. Also it will participate in sustainability package through active participation in creating Strategic plan for development of careers services at universities. Its representatives will be present also at 3 Annual conferences.

21 Ministry of Education Ministry of Education (ME) will be leading partner for Sustainability package. ME will participate in expert group and work on develop of the National Programme for Career Guidance and Counselling and the Methodology. ME will have an role in creating Strategic plan for development of careers services at universities and initiating adoption of the National program for career guidance and counselling for the age group and giving same recommendation on piloted programs for CMS. Its representatives will be present also at the 3 Annual conferences. ME will also have opportunity to exchange experiences with expert and colleagues in EU which would serve for reflection and further development of own career guidance structure and policies and be useful for testing new practice and inquire some new strategies about career guidance on national level. Under the auspices of ME questionnaire will be sent to all faculties to collect relevant data (including Diploma Supplement data).

22 Ministry of Youth and Sport
Participation of the Ministry of Youth and Sport (MoYS) is extremely important for sustainability of this project as it guarantee that results of project will supported beyond duration of this project. As the inititator of adoption of the Strategy for Career Guidance and Counsellling the MoYS has important role in development of CGC system in Serbia. Two MoYS representatives will be involved in WP6, one per each of two working groups, for Program and Methodology. The MoYS will support further official adoption of this documents, as stated in Strategy related Action Plan (article ). MoYS will also have opportunity to exchange experiences with expert and colleagues in EU which would serve for reflection and further development of own career guidance structure and policies and be useful for testing new practice and inquire some new strategies about career guidance on national level. Together with ME, MoYS will have a member at the Steering Committee and have a role in the management of the project.

23 Belgrade Open School (BOS)
BOS will be leading partner for Development of National Programme for Career Guidance and Counselling and the Methodology for the age group 19 to 30. BOS will be charge in Forming teams of experts for this WP, Comparative analyses of existing programs for Career Guidance and Counselling and the Methodology for the age group 19 to 30 in EU and Serbia, Development of the First Draft of Program and First Draft of Methodology, Public Discussion on both Documents, Development of the Final Version of both documents and Presentation of both documents. Also it will participate in sustainability package through active participation in creating Strategic plan for development of careers services at universities. Its representatives will be present also at 3 Annual conferences. According to its previous experience in working with policy makers, practitioners and stakeholders BOS will promote and lobby importance of CGC and this will be its very important and specific role during the project.

24 Elektromreža Srbije EMS will participate in Developing a system of organised and accessible career information relevant for employers by contributing with advice about the survey /what employers need to know about reformed study programs, degrees and diplomas and find out what information about area of education they would need to receive, in giving feedback on reports on results of the survey and in distribution of information materials to colleagues. EMS will participate in package for developing greater participation of employers in the activities of universities aiming to improving graduates’ employability and their career management skills and participate at round table on best EU practices of university cooperation with employers and at national workshop for exchange of experiences. They will consult university on preparing a package of services to be offered to employers. Beside activities in MNGT, EMS also has very important role in WP 6, EXP, DISS.

25 INFOSTUD INFOSTUD will have important role in developing a system of organised and accessible career information relevant for university students and developing a system of organised and accessible career information relevant for employers through active participation in meetings related to establishing basic principles for labour market analyses, conducting the survey on employers needs of new employees, presenting report on conducted survey at round tables at all universities, assessing employers to evaluate their knowledge about reformed study programs, degrees and diplomas and find out what information about area of education they would like/need to receive, and distributing information materials to employers. Their specific role reflects in analyses of data collected in surveys and conducting relevant surveys among employers. Also, INFOSTUD will participate at 3 annual conferences in Belgrade and will contribute to establishment of Forum for career guidance and counselling.
